Purpose of Development Plan and Zoning Bylaw
The Development Plan and Zoning Bylaw are companion documents critical to
guiding the future growth and development of a Municipality. The Development
Plan sets the broad policies for the City with regards to social and economic
development, physical growth, transportation, urban design, and environmental
management. These policies serve both to establish the guiding principles for
future area redevelopment plans, and assist in the interpretation and
application of the Zoning Bylaw.
The Zoning Bylaw, divides existing City property into appropriate Zoning
Districts according to land use type and intensity. Regulations with reference
to these districts are established to control the physical appearance and
development of property within the City in a manner which promotes quality of
life and protects the public health, safety, and welfare.
Yorkton's Development Plan and Zoning Bylaw
The formulation of both Plan Yorkton and the Yorkton Zoning Bylaw began in the
Spring of 2000. The early development of these key documents began with an
extensive public consultation process with local stakeholders and residents via
focus groups and telephone surveys. This process led to the identification of
key issues pertaining to the City's current form and future development.
Subsequently, major themes or areas were identified by the Development Plan and
Zoning Bylaw to address these key issues. Such themes include downtown
redevelopment, parks and recreation, housing, commercial and industrial
development, infrastructure and services, transportation, and growth management.
