Proposed Bylaw No. 5/2006

 
The Council of the City of Yorkton pursuant to Section 207 of The Planning and Development Act, 1983 hereby gives notice of its intention to pass Bylaw No. 5/2006 to amend Sections 9, 10, 11, and 13 of Zoning Bylaw No. 14/2003 (R-1 General Residential, R-2 Low Density Residential, R-3 Medium Density Residential, and R-5 Mixed Density Residential):

"Amend all Residential Care Homes from Discretionary Uses to Permitted Uses."

The purpose of this Amendment is to allow Applicants of "Residential Care Homes" to establish such homes in accordance with Section 7.8 Residential Care Homes of Zoning Bylaw No. 14/2003 without going through the Discretionary Use process which includes Public Notice via newspaper advertising and notification of residents within a 60 metre radius of the proposed use.

A residential Care Home is defined as follows:

A licensed or approved care home governed by Provincial regulations which is the primary place of residence of the care provider, that provides, in a residential setting, 24 hour care of persons in need of personal services, supervision or assistance essential for sustaining the activities of daily living or for the protection of the individual in which the number of residents, excluding staff, does not exceed four (4).

The proposed bylaw may be inspected in the office of the Director of Planning and Engineering, City Hall by any person without payment of any fees between the hours of 9:00 a.m. and 4:00 p.m., all holidays excepted and up until 12:00 noon Friday March 10, 2006. Any person may make oral or written representation to City Council at its meeting to be held on March 13, 2006 in the City Hall Council Chambers, Yorkton, Saskatchewan at 5:00 p.m. Oral or written submissions will be considered when the Public Hearing, in respect to this application, is in session.

Proposed Bylaw No. 8/2006

  
The Council of the City of Yorkton gives notice of its intention to consider the passage of Bylaw No. 8/2006, known as the Business License Bylaw, a bylaw to classify, license, control and regulate property standards within the City of Yorkton.

To view the proposed bylaw, please contact the person listed below or visit Building Department. 

Any person may make oral or written representations to City Council at its meeting to be held on Monday, February 20, 2006 in City Hall Chambers, Yorkton, Saskatchewan at 5:00 p.m. Oral or written submissions will be considered when the public hearing in respect to this Bylaw is in session.

Qualifications

Job Opportunity
Facilities Labourer - Water Park (Part-Time) 

 
Reporting to the Pool Maintenance Supervisor, the Facilities Labourer performs various duties related to the general operation and maintenance of the Gallagher Centre Water Park. The focus of this position will involve customer service functions, facility maintenance, and equipment maintenance.

Duties and Responsibilities 
  • Performing various preventative and reactive and routine maintenance tasks on various facility operation systems.
  • Monitoring facility operation systems and reporting situations requiring attention. Operating and maintaining equipment.
  • Must maintain a good working knowledge of all City Standard operating procedures and The Occupational Health and Safety Act and Regulations. 
  • Requires the ability to maintain a positive and pleasant attitude while dealing with the users, general public and other staff.
  • Must be able to work shift work, holidays and weekends on a rotating basis with limited supervision. 
  • Performing basic caretaking functions.
Qualifications
  • Grade XII Education 
  • Must possess or have the ability to obtain a Pool Operator's Certificate.
  • Experience in water treatment is an asset. 
  • Self motivated with strong interpersonal and communication skills.
  • Possess or be willing to obtain CPR and First Aid Certification. 
  • General handyman experience or experience working in the plumbing and carpentry trades would be an asset. 
  • Preference may be given to employees who reside within the corporate limits of the City of Yorkton.
  • Possess and maintain a valid class 5 drivers license.
  • Possess and maintain RCMP security clearance.
SALARY
$11.95 - $14.47 per hour. (Minimum of 20 hours per week)

Job Opportunity
Seasonal Parks foreman 

 
Reporting to the Parks & Arena Manager the Seasonal Parks Foreman shall assist in the coordination, supervision and safe, effective and efficient maintenance of all City Parks, outdoor recreation facilities, urban forestry, pest control horticultural services and the city cemetery for a period of approximately 9 months (March to November) annually.

Duties and Responsibilities 
  • Hires seasonal, casual and summer staff. 
  • Develops, assigns and schedules staff and equipment for all grass cutting operations and assists with the overall operations of the Parks Division. 
  • Identifies and implements staff training, work procedures and safety measures and is responsible for disciplinary action and performance feedback. 
  • Ensure staff have proper training prior to operating equipment. 
  • Supervises all employees and oversees contractors to ensure compliance with the OH&S Act and Regulations. 
  • Responsible for monitoring expenses and revenues and providing recommendations for budget revisions and purchases for Parks Division equipment and facilities. 
  • Assists with the preparation of proposals for the design and development of new park facilities and capital improvements. 
  • Responsible for tendering all equipment requirements and ensures all purchases are completed in accordance with City policies. 
  • Ensures that all policies and agreements are adhered to and consistently applied. 
  • Responsible for inventory of tools and equipment.
Qualifications
  • Grade XII education. 
  • A certificate from a recognized Horticultural Program or related post-secondary education will be considered an asset. 
  • Knowledge of the principles and practices of grounds maintenance with preference given to a candidate possessing experience with turf irrigation systems.
  • Demonstrated strong managerial, communication and human relation skills. 
  • Experience in equipment maintenance, equipment operations and be mechanically inclined.
  • Arena facility maintenance and a working knowledge of or certification in the Playground Safety Institute Program considered an asset. 
  • Must possess or be able to obtain Pest Control Application certification. 
  • Experience with working in a unionized environment and the ability to interpret the Collective Agreement. 
  • Possess and maintain R.C.M.P. security clearance and a valid Class 5 Saskatchewan Driver's licence.
