Public Notice
Proposed Bylaw No. 9/2006

 
The Council of the City of Yorkton pursuant to Section 207 of The Planning and Development Act, 1983 hereby gives notice of its intention to pass Bylaw No. 9/2006 to amend the Zoning Bylaw Map (Schedule Z-1) of Zoning Bylaw 14/2003. This Amendment will allow for the zoning of NW Section 25-25-4-2, which was recently annexed into City limits, to C-3 Highway Commercial. This amendment to the Zoning Map will be applied to the entire Section illustrated below.

The purpose of this Amendment is to allow for the future development of this area of the City in conformance with the land use and zoning requirements of the C-3 Highway Commercial District.

The proposed bylaw may be inspected in the office of the Director of Planning and Engineering, City Hall by any person without payment of any fees between the hours of 9:00am and 4:00pm, all holidays excepted and up until 12:00 noon Friday March 10, 2006. Any person may make oral or written representation to City Council at its meeting to be held on March 13, 2006 in the City Hall Council Chambers, Yorkton, Saskatchewan at 5:00 pm. Oral or written submissions will be considered when the Public Hearing, in respect to this application, is in session.

Discretionary Use Application

  
The Council of the City of Yorkton pursuant to Section 74 of The Planning and Development Act, 1983 hereby gives notice of its intention to consider a Discretionary Use Application for:

60 Smith Street 
C-1 City Centre Commercial District 
Lot 28, Block 10, Plan No. 99Y04947

The Discretionary Use, which is being applied for is to allow for the development of an "Automotive Maintenance" business. Pursuant to Bylaw 14/2003, "Automotive Maintenance" is defined as follows:

A development used for the servicing and mechanical repair of automobiles, motorcycles, snowmobiles, and similar vehicles or the sale, installation, or servicing of related accessories and parts. This use class includes transmission shops, detail shops, muffler shops, and automotive upholstery shops. This use class does not include auto body repair and paint shops.

Any person may make oral or written representation to City Council at its meeting to be held on Monday, March 13, 2006, 2005 in City Hall Council Chambers, Yorkton, Saskatchewan at 5:00 p.m. Any questions, concerns, or petitions regarding this application should be directed to the undersigned. The programmers will be responsible for development of the Summer Programs within the City of Yorkton. You will be responsible for planning, marketing, implementing and evaluating the Summer Program for children and youth 6 -11 years of age.

Qualifications 
  • Preference will be given to those with Recreation/Leisure training and/or related experience; 
  • Program delivery knowledge or experience; 
  • Must maintain and possess a valid Class 5 driver's license and own transportation;
  • Excellent written and verbal communication skills; 
  • Valid CPR and First Aid preferred;
  • Knowledge of computers would be an asset

$9.90 per hour (35 hours per week)

Job Opportunity
Seasonal Parks foreman 

 
Reporting to the Parks & Arena Manager the Seasonal Parks Foreman shall assist in the coordination, supervision and safe, effective and efficient maintenance of all City Parks, outdoor recreation facilities, urban forestry, pest control horticultural services and the city cemetery for a period of approximately 9 months (March to November) annually.

Duties and Responsibilities 
  • Hires seasonal, casual and summer staff. 
  • Develops, assigns and schedules staff and equipment for all grass cutting operations and assists with the overall operations of the Parks Division. 
  • Identifies and implements staff training, work procedures and safety measures and is responsible for disciplinary action and performance feedback. 
  • Ensure staff have proper training prior to operating equipment. 
  • Supervises all employees and oversees contractors to ensure compliance with the OH&S Act and Regulations. 
  • Responsible for monitoring expenses and revenues and providing recommendations for budget revisions and purchases for Parks Division equipment and facilities. 
  • Assists with the preparation of proposals for the design and development of new park facilities and capital improvements. 
  • Responsible for tendering all equipment requirements and ensures all purchases are completed in accordance with City policies. 
  • Ensures that all policies and agreements are adhered to and consistently applied. 
  • Responsible for inventory of tools and equipment.
Qualifications
  • Grade XII education. 
  • A certificate from a recognized Horticultural Program or related post-secondary education will be considered an asset. 
  • Knowledge of the principles and practices of grounds maintenance with preference given to a candidate possessing experience with turf irrigation systems.
  • Demonstrated strong managerial, communication and human relation skills. 
  • Experience in equipment maintenance, equipment operations and be mechanically inclined.
  • Arena facility maintenance and a working knowledge of or certification in the Playground Safety Institute Program considered an asset. 
  • Must possess or be able to obtain Pest Control Application certification. 
  • Experience with working in a unionized environment and the ability to interpret the Collective Agreement. 
  • Possess and maintain R.C.M.P. security clearance and a valid Class 5 Saskatchewan Driver's licence.

Building Season is Fast Approaching!

  
The City of Yorkton has a large inventory of residential lots available and offers a cash back incentive on certain infill lots. For more information, please call 786-1710 or stop by Building Services located on the second floor of City Hall.

Remember that building permits are required for all construction projects over 100 sq. ft. Although exemptions may apply regarding the requirement for building permits for the replacement of siding, windows and doors, the building owner is NOT exempt from conforming with all applicable codes and regulations concerned with the alteration to the building.

City of Yorkton Cemetery 
Notice 


Effective March 13, 2006 Leisure Services will be selling plots in Block 24 (south east corner) of the City of Yorkton Cemetery.

Plots will be sold on a first come, first served basis, in accordance with City of Yorkton Cemetery Bylaw #1/2004. All purchases must be paid in full.

Controlled Pedestrian Crossing Tips


When using the pedestrian crossing lights at Broadway & Maple, or at Gladstone & Darlington, wait a few seconds after pressing the crossing button and look up for the lights to begin flashing before starting to cross the intersection. Proceed with caution and use your own best judgment. Remember to only start crossing the street when vehicles have come to a complete stop.
