Public Notice
Proposed Bylaw No. 2/2007

 
The Council of the City of Yorkton pursuant to Section 207 of The Planning and Development act, 1983 hereby gives notice of its intention to pass Bylaw No. 2/2007 which amends Bylaw No. 13/94 that adopted the Yorkton District Development Plan.

The intent of this amendment is to recognize lots with a minimum lot size of .4 ha (1 acre) on certain quarter sections in the R.M. of Wallace No. 243 and the R.M. of Orkney No. 244 as legal conforming lots, and to correct three technical errors in the current Yorkton District Development Plan.

Section 5.3 3 POLICIES shall be amended by adding after the word "Council", the following:

"The minimum size permitted for one additional single parcel country residential subdivision per quarter is .40 hectares (1 acres) and the maximum size permitted will be 4 hectares (10.0 acres) on the following quarter sections – NE 8-25-4-2; SE 9-25-4-2; SE 26-25-4-2; and SW 24-26-4-2, and the following described quarter sections in the RM of Wallace SE 20-25-3-2, SW 30-25-3-2, NE 32-25-3-2..  The total number of permitted lots remains the same as permitted by Bylaw No. 13/94."

Section 6.4 – Single Parcel Country Residential SubdivisionA. Policies, Clause 5. shall be amended as follows:

  1. by deleting the SW 9-25-4-2 and adding the SE 9-25-4-2 (typographical error);
  2. by deleting the SW 26-25-4-2 and adding the SE 26-25-4-2 (typographical error);
  3. by deleting SW 8-26-4-2 (parcel has been rezoned from A-Agriculture to C1-Highway Commercial and Light Industrial); and
  4. by adding the following sentence to Clause 5: "The total number of permitted lots remains the same as permitted by Bylaw No. 13/94.
  5. by deleting SW 20-25-3-2 and replacing it with SE 20-25-3-2 (typographical error).”

so that Clause 5 now reads:

"5.        The RM Councils of Orkney and Wallace, may at their discretion permit one (1) additional residential subdivision per quarter on the quarter sections where a residence already exists for the following described quarter sections in the RM of Orkney NE 8-25-4-2, SE 9-25-4-2, SE 26-25-4-2, SW 24-26-4-2, and the following described quarter sections in the RM of Wallace SE 20-25-3-2, SW 30-25-3-2, NE 32-25-3-2. The total number of permitted lots remains the same as previously permitted by Bylaw No.13/94."

The proposed bylaw, may be inspected in the office of the Director of Planning and Engineering, City Hall by any person without payment of any fees between the hours of 9:00am and 4:00pm, all holidays excepted and up until 12:00 noon Monday, April 2, 2007. Any person may make oral or written representation to City Council at its meeting to be held on April 3, 2007 in the City Hall Council Chambers, Yorkton, Saskatchewan, commencing at 5:00 p.m.  Oral or written submissions may be directed to the Director of Planning and Engineering at City Hall.  Oral or written submissions will be considered when the Public Hearing in respect to this Bylaw is in session.

 ENGINEERING ASSISTANT (II) SURVEY

Under the direction of the Engineering Assistant the successful applicant will be responsible for the surveying capital projects and replacement and maintenance programs for the Planning and Engineering Department.

DUTIES AND RESPONSIBILITIES

  • Operate surveying instruments such as total station, level and transit and be capable of utilizing GPS technology.
  • Provide the technical knowledge required to do the surveying for preliminary and construction work on various projects.
  • Schedule survey work and act as head surveyor for the Department.
  • Inspect and report on construction projects.
  • Record notes of survey work.
  • Assist with CAD and GIS projects.
  • Perform other duties as assigned.

QUALIFICATIONS

  • Possess a Grade 12 Education.
  • A graduate of a Civil Engineering or Geomatics Technology course or equivalent related post-secondary education and/or experience.
  • Experience in the Municipal Engineering field an asset.
  • Eligibility for membership in SASTT.
  • Must possess and maintain a valid Class 5 Driver’s Licence.
  • Must possess and maintain RCMP security clearance.

Reporting directly to the Director of Environmental Services, the Waterworks Foreman is to provide front line technical support and primary supervision for the Water Treatment Plant, Pollution Control Plant and Landfill.  The Waterworks Foreman will supervise analytical laboratory work for operations, process and quality control, coordinates the mainline flushing program with the Sewer and Water Foreman, manages the bio-solids application, oversees personnel administration, budget preparation, control and reporting systems and landfill operations. The Waterworks Foreman is also responsible for hiring, training, performance and follow-up within a unionized environment.  Must be able to meet the objectives and policies as set by the City.  The position is also given great latitude for creative and innovative opportunities.

Reporting directly to the Kiosk Supervisor.

Major Duties and Responsibilities:
  • Processes general admission, memberships, program registration, Ticket Master, lottery centre and receives customers entering the Leisure Facility accurately in accordance with City of Yorkton policies and procedures.
  • Provides program and service information including schedules and program descriptions.
  • Performs general office functions such as filing and word processing as required.
  • Handles telephone and reception duties including: public inquiries and requests, complaint calls, bookings, and general information while maintaining excellent customer service.
  • Completes other related duties that may be assigned from time to time.

Qualifications:
  • One year related cash handling experience in customer service environment.
  • Knowledge of accepted procedures for handling cash, balancing transactions, and completing revenue collection reports.
  • Knowledge of customer service principles and practices.
  • Possess computer skills.
  • Must possess good interpersonal communications and public relation skills.
  • Must possess and maintain RCMP security clearance.
  • Ability to work independently with minimum supervision.

Salary: $10.15 per hour

Hours of Work: Shift work, evening and weekend work is involved

RCMP CLERK-STENO
AT THE YORKTON MUNICIPAL R.C.M.P. DETACHMENT

Reporting directly to the S/Sgt. of the Yorkton Municipal R.C.M.P. Detachment.
This is a full-time position with the candidate required to perform independent clerical work in the police department, which is relatively complex in nature.  This employee will be responsible for maintaining police files, typing various reports and other correspondence.  This position involves substantial contact with the public.  The employee must be familiar with a wide range of policies and procedures to adequately assist the general public.

Duties and Responsibilities:
  • Adhere to confidentiality regulations and procedures.
  • Answer and direct incoming inquires either by phone or in person.
  • Be able to provide or obtain information professionally and accurately.
  • Ability to operate R.C.M.P. radio system and maintain appropriate log.
  • Maintain files in several complex computer systems.
  • Responsible for typing letters, memorandums and legal documents.
  • Ability to transcribe tapes from a Dictaphone.
  • Maintain administrative and policy files.
  • Ability to work various shifts, weekends and statutory holidays.

Qualifications:
  • Willingness to undergo and successfully pass an enhanced reliability security clearance.
  • Successful completion from a recognized secretarial or educational facility.  An equivalent combination of education and experience will be considered.
  • Strong public relations and interpersonal skills to deal with the general public complaints and inquires.
  • Proficient use of and have a broad knowledge of computer applications, and the ability to accurately input extensive data.
  • Significant experience in performing general clerical duties, including word processing systems.
  • A high level of confidentiality is required in this position.  Must be willing to take an Oath of Confidentiality.
  • Must possess and maintain a valid Class 5 Saskatchewan Driver’s license.

This is to advise that the Yorkton Youth Advisory Council (YAK) will be hosting a concert at 31 Foster Street on March 31, 2007.  This concert will run from 6:00 p.m. until 12:30 a.m.  Council has provided YAK with an exemption under the Noise Bylaw for this event.
