Proposed Discretionary Use for 81 Beck Ave.

The Council of the City of Yorkton pursuant to Section 207 of The Planning and Development Act, 2007 hereby gives notice of its intention to recognize the existing warehouse located on Parcel 14, Plan 101709716, civic address 81 Beck Ave., as a Discretionary Use, as permitted by Bylaw No. 14/2003.

The proposed Discretionary Use Application may be inspected in the office of the Director of Planning and Engineering, City Hall by any person without payment of any fees between the hours of 9:00 a.m. and 4:00 p.m., all holidays excepted and up until 12:00 noon Friday April 11, 2008.

Any person may make oral or written representation to City Council at its meeting to be held on Monday April 14, 2008 in the City Hall Council Chambers, Yorkton, Saskatchewan at 5:00 p.m. All submissions must be submitted in writing by 12:00 noon Thursday April 10, 2008 to Bonnie Schenher, City Clerk.  Oral or written submissions will be considered when the Public Hearing, in respect to this application, is in session.

Public Notice
Proposed Bylaw No. 5/2008

The Council of the City of Yorkton pursuant to Section 207 of The Planning and Development Act, 2007 hereby gives notice of its intention to pass Bylaw No. 5/2008 to authorize a contract zone on 209 Broadway St. W.

The lot shall be rezoned (under the Contract Zoning requirements as outlined in Section 82 of The Planning and Development Act, 2007)from Arterial Commercial CT-2 (Transitional) Zoning District to Contract Zone (CZ), providing for a single detached dwelling as permitted in the General Residential R-1 Zoning District, pursuant to the contract terms, as shown on the map below.

The proposed bylaw zoning amendment may be inspected in the office of the Director of Planning and Engineering, City Hall by any person without payment of any fees between the hours of 9:00am and 4:00pm, all holidays excepted and up until 12:00 noon Friday April 11, 2008.

Proposed Bylaw No.6/2008

The Council of the City of Yorkton pursuant to Section 207 of The Planning and Development Act, 2007 hereby gives notice of its intention to pass Bylaw No. 6/2008, which will rezone the west side of Manitoba Ave. south of Appleton Dr., legally described as Lot 4, Block 71, Plan 01Y10343, from High Density Residential R-4 Zoning District to Mixed Density Residential R-5 Zoning District.

A site plan indicating that three semi-detached and one three-unit dwellings would be constructed on the property and sold as condominium units.  The proposed development will meet all of the lot width and building setback requirements of the Mixed Density Residential R-5 Zoning District.  The proposed use conforms to the Development Plan of the City of Yorkton.

The proposed bylaw zoning amendment may be inspected in the office of the Director of Planning and Engineering, City Hall by any person without payment of any fees between the hours of 9:00am and 4:00pm, all holidays excepted and up until 12:00 noon Friday, April 11, 2008.

Public Notice
Proposed Bylaw No. 7/2008

The Council of the City of Yorkton pursuant to Section 207 of The Planning and Development Act, 2007 hereby gives notice of its intention to pass Bylaw No. 7/2008 for the replacement of an existing veranda at 216 Roslyn Ave. with a slightly larger veranda.  A reduction in the required front yard setback of 1.24 m (4.07 ft) is requested.

The proposed bylaw zoning amendment may be inspected in the office of the Director of Planning and Engineering, City Hall by any person without payment of any fees between the hours of 9:00 a.m. and 4:00 p.m., all holidays excepted and up until 12:00 noon Friday April 11, 2008.

DETAILS OF TENDER
Kinsmen Arena Conceptual Design Study

The scope of the work shall include:

  • Conceptual plans for improvements to the existing facility.
  • These improvements will include, but may not be limited to:
    • The addition of a new lobby including a second floor mezzanine.
    • The addition of dressing rooms, storage and other related rooms.
    • The upgrade of the existing dressing rooms, storage, meeting room, lobby and other existing amenities.
    • An addition of a second ice surface and related improvements.
  • Determination of capital costs associated to the improvements.
  • Determination of operating costs related to the improvements.
  • PST must be included in the bid price, if required.
  • GST must be reflected separately.

Conditions of Tender:

  • Proposals shall remain open for acceptance by the City and irrevocable for sixty (60) calendar days following the date specified for tender closing.
  • Proposals received after the date and time specified for closing will be marked late and be returned unopened.
  • The City reserves the right to accept any proposal submitted in whole or in part, or to reject any or all proposals and to waive any irregularities.
  • Lowest or any proposal not necessarily accepted.
  • Subject to budget and funding approval.

Job Opportunities

Applications are invited for the following positions:

  • Full-Time Instructor/Lifeguard I – Gallagher Centre Water Park
    This individual must be able to perform a variety of duties as follows: 

    • Perform lifeguard duties according to the National Lifesaving Society (NLS) standards.  Instruct life saving, water safety lessons and courses, as well as fitness programs as assigned.  Ensure lesson plans are completed, results recorded, and submitted.
    • Complete all basic janitorial daily tasks as assigned and report any deficiencies.
    • Complete incident/accident reports for submission.
    • Complete participant report cards.
    • Ability to work shift work and weekends as required.
  • Auxiliary Fire Fighters
    Under direct supervision, Auxiliary Fire Fighters assist in response, mitigation, and return to service of Fire Department apparatus and the facility.  Response to emergency incidents can include: fires; dangerous goods; rescue work; and other duties as assigned.  Personal and public safety is of paramount importance therefore successful candidates will be required to participate in regular and on going training and will receive protective clothing, a pager, and will be placed on an on-call rotation

STOP Dutch Elm Disease

Provincial Regulations prohibit pruning elm trees from April 1 to August 31 each year.  Fresh wounds attract elm bark beetles which increases the likelihood of infection, especially during this time of year when the beetles are most active. 

In Saskatchewan, it is illegal to transport, store or buy elm firewood.

Parks - Pest Control

Certified Pest Management personnel from the Parks & Arena Branch of Leisure Services are completing a number of Integrated Pest Management activities. All areas treated in this program will be signed accordingly.

Pest Control
Control of the Richardson Ground Squirrel will be started in early April in and around sports field and residential green spaces.  The product being used for this application will be Rozol, which has been used in the past with good results, and no history of effects to other animals.  Mounds and holes created by the Richardson Ground Squirrel will also be repaired.

Crow Control
The annual Crow Control Program will commence in early April and run until the end of May, during the hours of 4:00 a.m. to 7:00 a.m. 

Mosquito Control
The mosquito control program includes treating low-level water areas in which mosquito larvae are found. The product used to treat mosquito larvae is Vectobac, which is a biologically friendly product. 

Weed Control
In accordance with The Noxious Weeds Act, 1984, the City of Yorkton and residents must control dandelions and scentless chamomile. The products being used are Roundup and Par III.  All areas which have been sprayed will be signed accordingly.  The City utilizes spraying equipment with drift control features that virtually eliminate any drift.
