Proposed Bylaw No. 47/2008

The Council of the City of Yorkton, pursuant to Sections 8(1)(g) and 13 of The Cities Act,hereby gives notice of its intention to pass Bylaw No. 47/2008, which provides for the permanent closure of one laneway in Block 15, Plan No. 99Y07581.

The proposed bylaw may be inspected in the office of the Director of Planning and Engineering, City Hall by any person without payment of any fees between the hours of 9:00 a.m. and 4:00 p.m., all holidays excepted and up until 12:00 noon Friday January 9, 2009.

Any person may make oral or written representation to City Council at its meeting to be held on Monday January 12, 2009 in the City Hall Council Chambers, Yorkton, Saskatchewan at 5:00 p.m. All submissions must be submitted in writing by 12:00 noon Thursday January 8, 2009 to Bonnie Schenher, City Clerk.  Oral or written submissions will be considered when the Public Hearing, in respect to this application, is in session.

Proposed Bylaw No. 48/2008

The Council of the City of Yorkton gives notice of its intention to pass Bylaw No.48/2008 to authorize the closing of the following laneways:

All that portion of lane in Block 12, Registered Plan 27474, Yorkton, Saskatchewan lying east of the easterly limit of First Avenue and west of the westerly limit of Second Avenue and south of a line joining the north easterly corner of Lot 44 to the north westerly corner of Lot 7, in said Block as shown on said registered plan.

The purpose of the lane closing is to facilitate the construction of a new Fire Hall at this location.  The closed lane will be replaced by a new lane, which is shown on the Proposed Subdivision Plan for the Yorkton Fire Hall, so residents on First and Second Ave. will still be able to access the rear lane behind their properties.

Commissions of Council - 2009

The City of Yorkton is inviting applications from people interested in serving on the various Commissions of Council for the year 2009.  Appointments will be made early in January to the following:

  • Business Improvement District Board
  • Development Appeals Board
  • Economic Development Commission
  • Leisure Services Commission (includes Ravine Ecological Preserve Sub-Commission, and Deer Park Advisory)
  • Municipal Planning Commission (includes Municipal Heritage Sub-Commission)
  • Protective Services Commission
  • Solid Waste Management Committee
  • Yorkton Local Library Board
  • Yorkton Airport Authority

Public Notice
Sanitary Landfill Tipping Fees

In order to update the current operations at the sanitary landfill, the City of Yorkton will be implementing a scale system.  Vehicles entering the landfill will be weighed and charged based on the weight of refuse brought in for disposal with payment required prior to departure.  Fill material that may be accepted, at the City’s discretion, will also require fees to cover the cost of stockpiling this material.

Operations and rate structures have not been finalized and scheduled completion date is spring of 2009. Contractors, businesses, and municipalities should expect an increase in rates for their disposal and separate any recyclable refuse whenever possible.  Concrete or asphalt will continue to be accepted at the City Public Works Yard at 85 York Road East.

This position shall provide the technical assistance for surveying and AutoCAD/GIS for capital projects and replacement and maintenance programs particularly relating to the Planning and Engineering Department working under the direction of the Engineering Assistant.

DUTIES AND RESPONSIBILITES:

  • Provide assistance with surveying on various construction projects.
  • Provide assistance with AutoCAD/GIS for various projects.
  • Assist with maintenance of engineering plans and records.
  • Perform other related duties as requested and assist with the general operation of the Engineering office.
  • Must comply with the OH&S Act and Regulations, and all Safety Policies and Standard Operating Procedures.
  • Use every reasonable precaution to avoid workplace incidents.
QUALIFICATIONS:

  • Ability to communicate effectively and maintain good relations with staff and the general public.
  • Ability to plan, organize, and perform duties with minimal supervision.
  • Currently enrolled in a recognized Technical Institute or University pursuing employment in an Engineering field.
  • Must possess and maintain a valid Class 5 Saskatchewan Provincial driver’s license. 
  • Possess and maintain R.C.M.P. security clearance.

City Engineer

CITY ENGINEER

The City of Yorkton has a Full Time City Engineer position available for a dynamic, highly motivated individual.  Our City is undergoing major growth resulting in many interesting and challenging initiatives. Located on the Yellowhead Highway, Yorkton is a progressive community of approximately 15,000 people serving as a hub to the Parkland region.  Due to its large trading area, Yorkton has many larger city amenities and provides the quality of life of a smaller community.

Reporting directly to the Manager of Engineering the City Engineer will have a strong understanding of the municipal engineering environment and provide leadership at both the strategic and technical levels on municipal infrastructure projects including but not limited to the following: 

  • Streets and roads,
  • Water mains, sanitary and storm sewer mains,
  • Subdivision design and development,
  • Municipal buildings and facilities

You will lead proposal development, supervising the advancement of projects through the concept, design and construction phases.  As an experienced project manager you will have the responsibility for generating and maintaining project planning documentation including schedules, budgets, cost control processes and work procedures.  The City Engineer assists with the implementation of policies and procedures, manages operations such as the municipal airport and transit contracts, current and long-range city planning and development, budget processes and staff selection, training and development. 

The ideal candidate should possess:

  • A Bachelor of Science Degree in Civil Engineering.  Consideration may be given to candidates who have an equivalent combination of municipal experience and education;
  • Registration with APEGS;
  • A high degree of personal initiative, good planning, and organizational skills;
  • Proven management experience with the ability to foster a participative team environment, promoting a productive workplace and excellent customer service;
  • Strong leadership characteristics and sound financial management skills;
  • Excellent inter-personal communication skills to effectively deal with all levels of staff, elected officials, government agencies, consultants and the general public;
  • A valid class 5 Saskatchewan driver’s license;
  • RCMP security clearance.
