Public Notice
Urban Forestry Bylaw

The Council of the City of Yorkton pursuant to Section 101 of The Cities Act and in accordance with Bylaw No. 8/2003 hereby gives public notice of its intention to pass Bylaw No. 15/2007 as amended, The Urban Forestry Bylaw, a bylaw to ensure that the Urban Forest is properly maintained as an asset to the City of Yorkton.  This Bylaw also contains provisions regarding the responsibility of the public in helping to maintain the Urban Forest.  Section 12 of The Pest Control Act outlines the responsibility of citizens in this regard and the requirement to provide public notice of the bylaw prior to passage.  Click here to view the amended bylaw.  For questions regarding the bylaw please call Darcy McLeod, Director of Leisure Services at 786-1750.
 
Bylaw 15/2007 has received First and Second Reading.  Second Reading as amended as well as Third and Final Reading will be considered by City Council at the Council Meeting of Monday, March 17, 2008 at 5:00 p.m. in Council Chambers, City Hall at 37 Third Avenue North.

Any person may make oral or written representation to City Council at its meeting to be held on Monday, March 17, 2008 in City Hall Council Chambers, Yorkton, Saskatchewan at 5:00 p.m.  Oral or written submissions will be considered when the Public Hearing, in respect to this application, is in session. Public Notice
Proposed Bylaw No.1/2008

The Council of the City of Yorkton give notice of its intention to pass Bylaw No.1/2008 to authorize the closing of the following streets and lane:

Firstly: "All of Ontario Ave from Dunlop Street W. to Henderson Street W. as shown on Registered Plan No. Z1894."

Secondly: "That portion of Henderson Street W. between Gladstone Avenue. N. and the eastern boundary extended southerly of Registered Plan No. 70Y08092, as shown on Registered Plan No. Z1894."

Thirdly: "All of the laneway bordered on the west by Part of Block 9, Lots 1 through 18, on Registered Plan Z1894, and on the east by Part of Block 9 Lots 33 through 50 on Registered Plan No. Z1894."

The two roads and laneway proposed to be closed are more specifically shown by the shaded area on the map below.

The proposed Bylaw No. 1/2008 may be inspected in the office of the Director of Planning and Engineering, City Hall by any person without payment of any fees between the hours of 9:00 a.m. and 4:00 p.m., all holidays excepted and up until 12:00 noon Friday, March 14, 2008.

These closures are required in order to facilitate the development of a 62 unit semi-detached condominium complex in a gated community intended primarily for senior citizens.

Any person wishing to make oral or written representations to City Council may do so at the meeting to be held on Monday, March 17, 2008 at 5:00 p.m. in City Hall Chambers, Yorkton Saskatchewan.  All submissions must be submitted in writing by 12:00 noon on Thursday, March 13, 2008 to Bonnie Schenher, City Clerk.  Oral or written submissions will be considered when the Public Hearing, in respect to this application, is in session.

Sealed tenders for Boiler Replacement and Basement Heating Upgrade at Yorkton
City Hall, Yorkton, Saskatchewan will be received at the office of the Consultant
until 2:00 p.m. (Regina City Time), Thursday, March 20, 2008.  The Contractor Walk-Thru has been scheduled for 10:00 a.m., Monday, March 10, 2008.

Tenders must be submitted on the form furnished by the Consultant and accompanied
by a Certified Cheque or Bid Bond in the amount of Ten percent (10%) of the bid
price, made payable to the City of Yorkton. Copies of the Tender Documents may

The City of Yorkton has a Full Time Planner position available for a dynamic, highly motivated individual.  Our City is undergoing major growth resulting in many interesting and challenging initiatives related to both current and long term planning. This is an excellent opportunity for someone with vision and the capability to bring our community into the forefront of planning distinction.  This exciting position reports directly to the Director of Planning and Engineering and is responsible for overseeing various municipal planning services concerning the growth, development, and revitalization of the City of Yorkton.  The work requires the employee to exercise judgment, initiative, and creativity.  The nature of the work involves and requires both a significant degree of independence, as well as interdependence and cooperation with various municipal departments in performing professional planning work in one or more fields related to community/land use planning, development control and policy development.
 
Responsibilities:

  • Develop a long range land use plan for the City of Yorkton.
  • Coordinate on-going review and revision of the City of Yorkton Development Plan and Zoning Bylaw.
  • Processing land development applications, agreements and permits pertaining to sub-divisions, re-zoning, discretionary uses, street closures, and site development.
  • Preparation of reports, recommendations, and design concepts to applicable boards or commissions as required.
  • Preparation of various Development and Land Use policies and procedures.
  • Conduct research on development issues carrying out urban design, projects, preparing site plans for future or proposed development and growth.
  • Manage and coordinate all urban planning studies and programs, ensuring compliance with Provincial Legislation.
  • Compile and interpret statistical and other data for urban planning studies and programs.
  • Arrange and participate in discussions with all municipal departments, community groups, developers, community stakeholders, all levels of government and elected officials regarding planning legislation and programs.

Qualifications:

  • A degree in Urban Planning or a directly related profession
  • Possession of or qualification for full membership in the Canadian Institute of Planners
  • Five years of professional planning experience
  • Experience working in a municipal government setting
  • Thorough knowledge of the Planning and Development Act
  • Extensive knowledge of principles, objectives and strategies and implications of City, Regional and Environmental Planning
  • Thorough knowledge of land development techniques, infrastructure requirements, land appraisal and real estate
  • Thorough knowledge of the National Building Code, and related bylaws and regulations
  • Strong communication and computer skills
  • Strong research skills
  • Ability to solve complex problems
  • Ability to work independently with little or no supervision
  • Ability to be a strong team player and work to coordinate urban planning needs
  • Ability to establish and maintain effective working relationships
  • Must possess and maintain a valid Class 5 Saskatchewan Driver’s License
  • Must possess and maintain RCMP security clearance

    • Instruct life saving, water safety lessons and courses, as well as fitness programs as assigned.
    • Ensure lesson plans are completed, results recorded, and submitted.
  • Complete all basic janitorial daily tasks as assigned and report any deficiencies.
  • Complete incident/accident reports for submission.
  • Complete participant report cards.
  • Ability to work shift work and weekends as required;
