 Public Notice is hereby given that pursuant to subsection 187(1) of The Cities Act, the assessment roll for the City of Yorkton for the year 2009 has been prepared and is open to inspection in the office of the assessor from 8:30 a.m. to 3:30 p.m. on the following days:  March 5 to May 4, 2009, inclusive. 

A bylaw pursuant to section 184(2) of The Cities Act, has been passed and the assessment notices have been sent as required.

Any person who wishes to appeal against his or her assessment or classification to the Board of Revision is required to file his or her appeal with:  The Secretary to the Board of Revision, City of Yorkton, P.O. Box 400, Yorkton, Saskatchewan, S3N 2W3 on or before the 4th day of May, 2009. 

Properties with a Roll No. starting with 04952 may file an appeal on or before May 19, 2009 (this is due to a correction of the neighourhood code where Amended Assessment Notices were sent on March 19, 2009).

The work involves the construction of process and building mechanical work for the Queen Street Water Treatment Plant.

Contract Documents may be examined at the Associated Engineering offices located in Saskatoon and Regina and the Construction Association.

Contract Documents will be available for pickup by interested General Contractors at the offices of Associated Engineering in Saskatoon on or after Thursday, March 12, 2009 upon deposit of $100.00 per set, GST included. Deposits will be refunded only to those General Contractors submitting bona fide bids.  An electronic copy (PDF) of the Contract Documents is available at no charge.

DETAILS OF PROPOSAL:
Kinsmen Arena Conceptual Design Study

The scope of the work shall include:

  • Conceptual plans for improvements to the existing facility.
  • These improvements will include, but may not be limited to:
    • The addition of a new lobby including a second floor mezzanine.
    • The addition of dressing rooms, storage and other related rooms.
    • The upgrade of the existing dressing rooms, storage, meeting room, lobby and other existing amenities.
    • An addition of a second ice surface and related improvements.
  • Determination of capital costs associated to the improvements.
  • Determination of operating costs related to the improvements.
  • PST must be included in the bid price, if required.
  • GST must be reflected separately.

Conditions of Proposal:

  • Proposals shall remain open for acceptance by the City and irrevocable for sixty (60) calendar days following the date specified for proposal closing.
  • Proposals received after the date and time specified for closing will be marked late and be returned unopened.
  • The City reserves the right to accept any proposal submitted in whole or in part, or to reject any or all proposals and to waive any irregularities.

SEASONAL LABOURER III POSITION
ROADS AND STREETS DIVISION
PUBLIC WORKS DEPARTMENT

This position reports directly to the Assistant Director of Public Works / Roads and Streets Foreman.

DUTIES AND RESPONSIBILITIES:
  • Perform skilled labour duties on Roads and Streets crew during maintenance and new construction operations.
  • Individual must be multifunctional in various operations, capable of performing the following tasks effectively: preparation of existing sub-grades, sub-base and base preparation, asphalt placement, raking and rolling asphalt, reading and marking grades on new construction projects, application of dust suppressants, and crack-sealing.
  • Periodic operation of heavy trucks and small and medium sized equipment.
  • Performs daily equipment checks and minor maintenance as required.
  • Maintain a working knowledge of and comply with all City of Yorkton Standard Operating Procedures, Policies and the Occupational Health and Safety Act and Regulations.
  • Maintains open line of communication and good working relationships with Supervisors and Co-workers.
  • Perform other duties as assigned.

 

QUALIFICATIONS:
  • Grade XII Education or GED Equivalency
  • Current C.P.R. and First Aid Certificates
  • Most possess and maintain valid Class 5 Driver’s License
  • Class 3 with Air Endorsement is preferred
  • Must be able to perform physical labour duties
  • Must possess and maintain RCMP Security clearance

Salary will be in paid in accordance with Local 342 CUPE Collective Agreement.

  • Perform manual labour duties and under varied weather conditions.
  • Comply with OH&S Act and Regulations, using every reasonable precaution to prevent workplace injury.
  • Ability to work courteously and cooperatively with the general public and other City staff.

  • Grade XII Education
  • Good Public relations skills
  • Self-starter and demonstrated ability to work with minimal supervision

Household Hazardous Waste Day

The Yorkton Solid Waste Management Committee in partnership with SARCAN will be hosting a “Household Hazardous Waste Day”.  With financial support from the Saskatchewan Ministry of Environment, Household Hazardous Waste Day is a pilot program which allows for the collection and proper disposal of specific household products that may be hazardous to the environment.

What is considered hazardous waste?

The following consumer/household hazardous waste (HHW) products will be accepted at the HHWPP event day in Yorkton:

    • Adhesives - contact cement, caulking, sealer, carpet and linoleum adhesives, glue
    • Aerosols - hair spray, insect repellant, lubricant spray, furniture cleaner
    • Automotive - used engine oil, used engine oil filters, antifreeze, batteries, carburetor cleaners, oil fuel, windshield cleaner
    • Batteries - automotive, cell phone, dry-cell, NiCad, lithium, alkali, lead-acid
    • Cleaners - oven cleaner, toilet bowl cleaner, glass cleaner, spot remover, disinfectants, car wax
    • Corrosives - drain cleaner, engine degreaser, ammonia, battery acid, sulfuric acid

Two New "Permit" Parking Lots

In an effort to encourage employees that work in the downtown core to park in the parking lots and leave on street parking available for customers; City Council has given first reading to amend the Traffic Bylaw No. 10/2000 at the March 23, 2009 Council meeting. The recommended changes include allowing permit parking in the following two parking lots:

 1) Gravel parking lot on the corner of Betts Ave. and Smith St.
 2) Metered parking lot on Second Avenue (west of the old casino).

The meters would be left in the Second Avenue parking lot so that people could pay to park or they could purchase a permit and park on a first come first serve basis.

Existing permit rates remain unchanged at:

Monthly permit $10.00
Quarterly permit $20.00
Semi-Annual permit $30.00
Annual permit $50.00

Spring Clean-up Week

The week of Monday, May 4 to Saturday, May 9, 2009 has been declared by City Council to be "Spring Clean-Up Week".

Residents of the City of Yorkton are requested to clean their properties and improve the image and appeal of our community.  To encourage participation, the City will waive the landfill entrance fee for residential waste (excluding recyclables) for cars, half ton trucks and single axle utility trailers for this period.

DUTIES AND RESPONSIBILITIES:
  • Construct new streets, lanes, roadways, intersections, ramps, boulevards, medians, ditches, and all other appurtenances that may be required, within the scope of the Public Works Department.
  • Ability to competently operate Motor Grader with high level of proficiency to effectively assist work crews within project requirements and specifications.
  • Maintain existing streets, lanes, roadways, intersections, ramps, boulevards, medians, ditches, and all other appurtenances that may exist within the scope of the Public Works Department.
  • Cut to final grade specifications with high level of proficiency for construction of new curb and gutter, sidewalk, combined sidewalk, new asphalt placement, and other finishing motor grader operations as may be required.
  • Proficient placement of aggregates, hotmix asphalt, and/or other materials, in order to obtain a high level of consistency in final project.
  • Landscaping of all projects in order to establish and maintain desired results in regards to drainage and appearance of finished products.
  • Establish and maintain proper elevations to street, lane, and roadway cross sections in order to insure desired drainage.
  • Snow removal and ice control duties as required.
  • Perform other duties as assigned.
  • Has ability to competently operate various models of motor graders in order to obtain final grades required on all City of Yorkton construction projects.
  • Operate equipment according to S.O.P.  Public Works Department – Safe Equipment Operation – Oct. 1st/1990.
  • Follows all O.H.S. Regulations, Company Safety Policies and S.O.P.'s.
  • Competently operate required equipment under a minimum of supervision and at irregular shifts.
  • Displays mechanical aptitude and general understanding of how equipment functions.
  • Maintain equipment in neat and clean condition.
  • Perform maintenance and repair to equipment under Supervision of Shop Foreman.
  • Must maintain effective working conditions and relationships with fellow employees and must maintain open lines of communication with Supervisors.

QUALIFICATIONS:

  • Grader XII or GED equivalency
  • Must maintain RCMP security clearance
  • Must possess and maintain a minimum of Saskatchewan Class 5 Operator’s License with Air Endorsement
  • Class 3A Driver’s License with Air Endorsement is preferred
  • Must have a minimum of 5 years experience in performing all aspects of finishing patrol operations
  • Ability to work independently and with minimum Supervision
  • Current C.P.R. and First Aid Certificates
