If you are intrigued by challenging outdoor projects, read on:

Yorkton, (where good things happen), is happily gearing up for our next community work of art. A monumental sculpture, featuring people depicting the spirit of sport, will be mounted high atop the Gallagher Centre as an enduring legacy of our proud involvement in the upcoming Olympic torch run. In keeping with the green theme of the 2010 Olympics, we're asking for a green element to this sculpture as well!

We invite expressions of interest from provincial artists, with demonstrated ability and experience related to this concept.

Only those submissions of interest to the selection committee will be considered for future development. This project will commence with preliminary work and maquette completed by December 1, 2009, with installation expected in spring of 2010.
Funding available to the artist for this project from the province's Olympic Torch Relay Community Celebration Funding grant is $27,000, including all artist fees, equipment, quality-approved materials, installation, and maquette. The selected artist will also be responsible for self-insurance, and will provide a budget detailing all related aspects, including weather-protective surface treatment. Costs of advertising, promotion, documentation, public reception and recognition signage are the responsibility of the City of Yorkton.

Renaissance Yorkton, established in 2004, is a not-for-profit community organization dedicated to creating art in the heart of Yorkton.

Public Works Department
Construction Notification

The following streets are tentatively scheduled for upgrades as follows:

  • Bradbrooke Drive reconstruction is scheduled to begin on August 17, 2009. Parking on Bradbrooke Drive will not be permitted during construction.  Traffic will be reduced to a single lane.  Expect delays.  Please note that heavy truck haul route is in effect on Independent Street from Franklin Avenue to Agricultural Avenue.  Drive with caution!

  • Broadway Street reconstruction (Hwy #9 to Dracup Avenue) is scheduled to begin on September 1, 2009.  Traffic will be reduced to a single lane.  Expect delays.

  • Sully Avenue construction is scheduled to begin on September 8, 2009.

  • York Road upgrades are scheduled to begin on September 14, 2009.

Major Duties and Responsibilities:

This individual must be able to perform a variety of duties as follows: 

  • Perform lifeguard duties according to the National Lifesaving Society (NLS) standards.
  • Complete all basic janitorial daily tasks as assigned and report any deficiencies.
  • Complete incident/accident reports for submission.
  • Complete participant report cards.
  • Ability to work shift work and weekends as required;

Qualifications:

  • Minimum of grade 10 education or equivalency
  • Bronze Cross
  • Standard First Aid/CPR-C or Aquatic Emergency Care
  • National Lifeguard Service Award
  • Excellent interpersonal skills
  • Pool Operator's Certificate is preferred
  • Physical fitness needs to be maintained

Salary:

Will be $14.77-$15.87 per hour depending on qualifications in accordance with the City of Yorkton Out-of-Scope Salary Grid.

Seasonal Labourer III (2)

The City of Yorkton is recruiting for two Seasonal Labourer III Positions in the Water and Sewer division - Public Works Department.

DUTIES AND RESPONSIBILITIES:

  • Performs skilled labour duties and operation of small tools and equipment under varied weather conditions.
  • Work as a team player on various projects such as water main and sewer main replacement, residential service connection repair and replacement, sewer flushing and sewer inspection.
  • Performs daily equipment checks and minor maintenance as required.
  • Maintain a working knowledge of and comply with all City of Yorkton Standard Operating Procedures, Policies and Occupational Health and Safety Act and Regulations.
  • Maintain open lines of communication and good working relationships with Co-workers and Supervisors.
  • Perform other duties as assigned.

QUALIFICATIONS:

  • Grade XII Education or GED Equivalency
  • Must be able to obtain required SERM certification in Wastewater Collection and Water Distribution.
  • Must possess or obtain Fireman’s Certificate.
  • WHIMIS, CSTS, Ground Disturbance, Confined Space Entry, Trench Rescue for Excavations.
  • Experience with Equipment Operation: trucks, loaders, packers, bobcat, etc.
  • Current C.P.R. and First Aid Certificates
  • Must possess and maintain valid Class 3A Driver’s License
  • Must be able to perform physical labour duties.
  • Must possess and maintain RCMP Security clearance.

SALARY:

Salary will be in paid as a Labourer III in accordance with Local 342 CUPE Collective Agreement.

The City of Yorkton is recruiting for two A-1/Water Distribution Operators - Public Works Department.

  • Operate equipment competently as to effectively assist work crews in assigned duties.
  • Competently operates required equipment under minimum of supervision and at irregular shifts.
  • Perform daily equipment checks and minor maintenance as required.
  • Completes work orders, time sheets, and required reports promptly and accurately.
  • Maintain working knowledge of all City of Yorkton Standard Operating Procedures and the Occupational Health and Safety Act and Regulations.
  • Maintains open line of communication with Supervisors and Co-workers.
  • Perform other duties as assigned

QUALIFICATIONS:

  • Grade XII Education or GED Equivalency
  • Satisfy, possess and maintain a valid Class 3 W.W.C. & W.D. Operators Certificate as determined by Sask. Environment.
  • Successful Completion of California State University Courses (or equivalents), as outlined by the City of Yorkton.
  • Successful Completion of the Combined City of Yorkton and ABC "Need to Know" Examination.
  • Successful completion of additional Training and Safety Courses when offered.
  • Possess Heavy Equipment certification on all major pieces of equipment with a minimum of 200 hours of operating experience per piece of equipment.
  • Possess valid Safe Trenching, Confined Space and Ground Disturbance certificates.
  • OHS Level 1 and 2 certification
  • Must possess and maintain a valid Class 5 Saskatchewan Provincial driver’s license with Air Endorsement.  
  • Current C.P.R. and First Aid Certificates
  • Must be able to perform physical labour duties.

Director of Planning and Engineering

As a result of our Director of Planning and Engineering announcing his retirement for early December 2009, the City of Yorkton is actively recruiting to find a replacement to start November 2009.  Upon successful recruitment to the position, an earlier start date will most certainly be considered.  Located on the Yellowhead Highway, Yorkton is a progressive community of approximately 17,000 people serving as a hub to the Parkland region.  Due to its large trading area, Yorkton has many larger city amenities while still providing the quality of life of a smaller community.  The City of Yorkton is seeking a key player for its management team to positively enhance the major growth we are currently experiencing.  The Director of Planning and Engineering will lead our growing community through many interesting and challenging initiatives related to the implementation of a sound plan for growth and development.  Reporting directly to the City Manager, this position is responsible for the City’s Municipal Planning Services, specifically the ongoing review and application of the Development Plan and Zoning Bylaw.

Responsibilities:

  • Responsible for the processes required for land use planning, sub-division approvals, development and zoning control; including overseeing the Building Inspection Division.
  • Directs controls and administers the efficient operation of the Planning & Engineering function, overseeing the planning and construction of the City infrastructure in accordance with good engineering practices.
  • Co-ordinates the short and long range planning and budgeting, as well as policy development of the City as it relates to Engineering and Planning.
  • Directs the City’s land use planning activities through the development of policies, plans and programs for the approval of the City Manager and Council.
  • Act as authorized Development Officer (as defined by the Planning and Development Act) in the administration of the Zoning Bylaw.
  • Responsible for implementation of programs and policies for the provision of these services.
  • Arrange and participate in discussions with businesses, citizens and professional groups, regarding planning legislation and programs to include downtown revitalization, urban development initiatives, and development regulations.
  • Establish and maintain programs that guarantee community involvement in the planning process through such endeavors as community planning meetings on plans and development, speaking to various organizations, preparing or commissioning professional planning/engineering studies and sharing these then appropriate with the public at large.
  • As required represent the City at meetings with private and public organizations or commissions, maintaining membership in appropriate professional groups and associations, and develop contact with other City Planning and Engineering Departments to keep informed and abreast of current practices, technical advancements, and legislative development in the Province.
  • Acting as an Advisor to City Council, Administration, the Municipal Planning Commission and the Business Improvement District;
  • Prepare reports, recommendations, policies and project proposals; Conduct research on development issues, carry out urban design projects and follow through on the Downtown Redevelopment Plan serving as a visionary in local and regional planning initiatives.

Qualifications

  • A  Degree in Urban or Regional Planning or related profession
  • Ideally 3 to 5 years in either discipline in a Municipal setting.
  • Possession of or qualification for CIP / APCPS Membership.
  • Possess sound knowledge of Provincial Legislation
  • Thorough knowledge of the Planning and Development Act.
  • Possess strong knowledge of the principals and practices of municipal bylaws
  • Strong public speaking and communication skills.
  • Strong computer and software skills (MS Word, Excel, PowerPoint, Outlook).
  • Ability to work independently with little or no supervision.
  • Ability to be a strong team player and work to coordinate community planning needs with members of City Council, City Administration, and the Municipal Planning Commission.
  • Must possess and maintain a valid Class 5 Saskatchewan Provincial driver’s license.  Must possess and maintain R.C.M.P. security clearance.

SALARY:

$75,129.60 - $89,752.00
