Proposed Bylaw No. 7/2009

The Council of the City of Yorkton pursuant to Section 207 of The Planning and Development Act, 2007 hereby gives notice of its intention to pass Bylaw No. 7/2009, which is an amendment to City of Yorkton Zoning Bylaw No. 14/2003 to rezone the property from IN – Institutional to R-3  - Medium Density Residential and to reduce the minimum rear yard from 7.5 m to 6.0 m, and permit an outdoor amenity area in the required front yard for 7 Alderwood Pl., as shown on Schedule ‘A’ to this Bylaw.

The proposed zoning bylaw amendment may be inspected in the office of the Director of Planning and Engineering, City Hall by any person without payment of any fees between the hours of 9:00 a.m. and 4:00 p.m., all holidays excepted and up until 12:00 noon Friday March 6, 2009.

Any person may make oral or written representation to City Council at its meeting to be held on Monday March 9, 2009 in the City Hall Council Chambers, Yorkton, Saskatchewan at 5:00 p.m. All submissions must be submitted in writing by 12:00 noon Thursday March 5, 2009 to Bonnie Schenher, City Clerk.  Oral or written submissions will be considered when the Public Hearing, in respect to this application, is in session.

Notice of Public Meeting
Re: Wallace Annexation

The City of Yorkton, pursuant to Section 43 of The Cities Act, gave notice of its intention to apply for an alteration of its municipal boundaries to incorporate land currently under the jurisdiction of the Rural Municipality of Wallace No. 243 as shown on the map below and described as follows:

The purpose of the proposed alteration is to provide sufficient lands within the City of Yorkton to accommodate continuing residential, commercial, industrial and institutional development, as well as to protect potential future areas of expansion from incompatible land uses developed to rural rather than urban design and engineering standards.

The City of Yorkton has received written notice of objection to the proposed boundary alteration.  Therefore, pursuant to Section 43 of The Cities Act, the City of Yorkton hereby gives notice that a public meeting regarding the proposed alteration of municipal boundaries will take place on the 24th day of March 2009 in Convention Room A & B, at the Gallagher Centre, 455 Broadway Street West, Yorkton, Saskatchewan at 7:30 p.m.

Any person wishing to speak at the public meeting will be provided 5 minutes to present their information or views relevant to the proposed boundary alteration.

APPLICATIONS ARE INVITED FOR THE POSITION OF
DEPUTY FIRE CHIEF – PREVENTION AND PUBLIC EDUCATION

Working under the general supervision of the Fire Chief, the City of Yorkton Fire Protective Services invites applications for the position of Deputy Fire Chief – Prevention and Public Education. 

Duties and Responsibilities:

  • Carry out Fire Inspections/Code Enforcement within the municipal boundaries as related to the National Building and Fire Codes, and the Municipal Bylaws.
  • Research, interpret, and provide information as it relates to the National Building and Fire Codes.
  • Provide public education and relations on behalf of the Department to the general public.
  • Carry out fire investigations and compile documentation and reports for the Fire Department and the Office of the Fire Commissioner.
  • Assist with the development and recommendations for the annual Fire Prevention Budget along with the overall Fire Department Operating and Capital Budgets.
  • Develop for approval, guidelines and procedures for Fire Prevention, Inspections, and Public Education as well as all other Department guidelines and procedures.
  • Schedule meetings and attendance for Public Education activities.
  • Liaise closely with D/C Training and Operations regarding the deployment of fire fighting crews at/to various times and/or locations.
  • Act as Duty On-Call Chief Officer for a seven (7) day period on a rotating basis.
  • Other duties as assigned.

Minimum Qualifications:

  • Grade 12 diploma.
  • Must possess and maintain a Valid Class 5 Provincial driver’s license with an air brake endorsement.
  • 10 years Fire Fighting experience, including 5 years in a supervisory capacity.
  • Must possess or obtain the following qualifications:

    NFPA 1001 Fire Fighter Certification Level II
    NFPA 1002 Fire Apparatus Driver/Operator
    NFPA 1021 Fire Officer Level II
    NFPA 1031 Fire Inspector & Plan Examiner Level II
    NFPA 1033 Fire Investigator Level III
    NFPA 1035 Public Fire & Life Safety Educator Level I and/or
           NFPA 1041 Fire Services Instructor Level I
    Incident Command System 300

  • Possess strong oral and written communication skills.
  • Most possess and maintain RCMP security clearance.
  • A complete and comprehensive knowledge of Fire Department activities, including fire prevention, public safety education, emergency measures experience, fire and emergency response with the ability to lead and direct emergency incidents is required.  Preference will be given to candidates with a Business Administration Degree/Certificate and/or Certificate in Fire Service Management.

Student Technical Assistant

Assiniboine Watershed Stewardship Association

The Assiniboine Watershed Stewardship Association (AWSA) has partnered with the Saskatchewan Watershed Authority (SWA) and the City of Yorkton to determine the impact of the City’s storm water and snowmelt runoff on the Assiniboine River Watershed.  This two year study will determine the associated risk to waters receiving runoff from small prairie urban communities and specifically focuses on assessing pollutants in Yorkton’s water runoff.  Funding for this position has been provided by Environment Canada’s ecoACTION program.  Refer to www.assiniboinewatershed.com for additional information.

This position shall assist in the monitoring, data testing, reporting, analysis and sample collection of water, storm water and wastewater (mainly in the City of Yorkton).

DUTIES AND RESPONSIBILITIES

  • Involved in industrial/commercial/residential monitoring and laboratory analysis – water collection, testing (of pH, temperature, etc.), analysis, and component performance monitoring.
  • Help provide an awareness, training and experience in municipal environmental protection.
  • Spreadsheet creation and data entry, with working knowledge of Microsoft Excel and word processing; AutoCAD skills are an asset; as well as other operational programs.
  • Light carpentry duties, painting and other duties as assigned.
  • Will work with staff from AWSA, SWA and on a daily basis with some City of Yorkton staff.
  • Must comply with the OH&S Act and Regulations, and all Safety Policies and Standard Operating Procedures; use every reasonable precaution to avoid workplace incidents.

QUALIFICATIONS

  • Successful completion of Secondary School and returning to or completed Post-Secondary education.
  • Preference will be given to those individuals interested in or pursuing Secondary Education in Environmental or Biological Sciences, or Engineering, Civil, Water.
  • Ability to undertake heavy strenuous physical labour, work with minimal supervision and work collectively with co-workers.
  • Strong interpersonal communication skills
  • Mechanical and computer knowledge
  • First Aid and WHIMIS training an asset
  • Must possess and maintain a valid Class 5 Saskatchewan Provincial driver’s license
  • Possess and maintain RCMP Security Clearance

This four month position will commence May 1st with an opportunity to return next summer.  Hours of work:  Monday to Friday, 8:00 am to 5:00 pm.  Shifts including evenings and weekends may be required, with banking of overtime hours a possibility.
