Public Notice of Intent to Apply
for Alteration of Municipal Boundaries

Pursuant to Section 43 of The Cities Act, the City of Yorkton hereby gives notice of its intention to apply for an alteration of its municipal boundaries to incorporate land currently under the jurisdiction of the Rural Municipality of Orkney No. 244 as shown on the attached map and described as follows:

The purpose of the proposed alteration is to provide sufficient lands within the City of Yorkton to accommodate continuing residential, commercial, industrial and institutional development, as well as to protect potential future areas of expansion from incompatible land uses developed to rural rather than urban design and engineering standards.

Any person who wishes to object to the proposed boundary alteration may file a written objection, within four weeks of the last publication of this notice, stating clearly the reason(s) for their opposition.  This notice must be received be received by 4:00 p.m. on Tuesday, March 10, 2009 by the City Clerk of the City of Yorkton at the address below:

Public Notice
Proposed Bylaw No. 3/2009

The Council of the City of Yorkton pursuant to Section 207 of The Planning and Development Act, 2007 hereby gives notice of its intention to pass Bylaw No. 3/2009, which is an amendment to City of Yorkton Zoning Bylaw No. 14/2003 to change the zoning of Lots 23-32, Block 8, Plan S700, civically known as 31 Duncan Street West, from R-3 Medium Density Residential to CZ Contract Zone. The proposed Contract Zone intends to: provide for a relaxation in the number of required parking stalls from 35 to 26; allow for a maximum of 6 parking stalls in the front yard; eliminate the requirement for parking islands in the rear yard; and provide for the Permitted Use of a Planned Unit Development (consisting of three, eight unit apartment dwellings).

The proposed zoning bylaw amendment may be inspected in the office of the Director of Planning and Engineering, City Hall by any person without payment of any fees between the hours of 9:00 a.m. and 4:00 p.m., all holidays excepted and up until 12:00 noon Friday February 6, 2009.

The Council of the City of Yorkton pursuant to Section 207 of The Planning and Development Act, 2007 hereby gives notice of its intention to pass Bylaw No. 4/2009, which is an amendment to City of Yorkton Zoning Bylaw No. 14/2003 to reduce the required minimum side yard setback of an accessory building for Lot 33, Block 33, Registered Plan 63Y00274, civically known as 31 Northfield Bay, from 3.0m to 0.3m.

CITY ENGINEER

The City of Yorkton has a Full Time City Engineer position available for a dynamic, highly motivated individual.  Our City is undergoing major growth resulting in many interesting and challenging initiatives. Located on the Yellowhead Highway, Yorkton is a progressive community of approximately 15,000 people serving as a hub to the Parkland region.  Due to its large trading area, Yorkton has many larger city amenities and provides the quality of life of a smaller community.

Reporting directly to the Manager of Engineering the City Engineer will have a strong understanding of the municipal engineering environment and provide leadership at both the strategic and technical levels on municipal infrastructure projects including but not limited to the following: 

  • Streets and roads,
  • Water mains, sanitary and storm sewer mains,
  • Subdivision design and development,
  • Municipal buildings and facilities

You will lead proposal development, supervising the advancement of projects through the concept, design and construction phases.  As an experienced project manager you will have the responsibility for generating and maintaining project planning documentation including schedules, budgets, cost control processes and work procedures.  The City Engineer assists with the implementation of policies and procedures, manages operations such as the municipal airport and transit contracts, current and long-range city planning and development, budget processes and staff selection, training and development. 

The ideal candidate should possess:

  • A Bachelor of Science Degree in Civil Engineering.  Consideration may be given to candidates who have an equivalent combination of municipal experience and education;
  • Registration with APEGS;
  • A high degree of personal initiative, good planning, and organizational skills;
  • Proven management experience with the ability to foster a participative team environment, promoting a productive workplace and excellent customer service;
  • Strong leadership characteristics and sound financial management skills;
  • Excellent inter-personal communication skills to effectively deal with all levels of staff, elected officials, government agencies, consultants and the general public;
  • A valid class 5 Saskatchewan driver’s license;
  • RCMP security clearance.

Six kilometers of classic cross-country ski trails have been groomed at Deer Park Municipal Golf Course by volunteers from the Yorkton Cross Country Ski Club.
