Notice to Residents
Scale Implementation at Sanitary Landfill

The City of Yorkton scale system at the Sanitary Landfill will soon be operational.  Vehicles entering the landfill will be weighed and charged based on the weight of refuse brought in for disposal with payment required prior to departure.  Fill material that may be accepted, at the City’s discretion, will also require fees to cover the cost of stockpiling this material. 

Efforts should be made to separate and properly dispose of recyclable refuse whenever possible.  Concrete or asphalt will continue to be accepted at the City Public Works Yard at 85 York Road East.

On Tuesday, June 23rd, the following City facilities will be closed at 2:45 p.m. in order for staff to attend an Educational Presentation:

Backyard BBQ's, Pits, and Open Air Fires

<excerpted from Fire Prevention Bylaw 41/1996>

  1. Open-air fires shall not be set unless the following measures are taken to limit their spread:
    1. fires must be contained in a non-combustible receptacle constructed of cement, brick or sheet metal with a minimum 18-gauge thickness;
    2. a receptacle must be covered with a heavy gauge metal screen with openings not exceeding 13 millimetres; and
    3. the size of the fire box of any receptacle shall not exceed .61 cubic metres.
       
  2. The fuel for open-air fires may consist only of charcoal or cut, seasoned wood. The burning of the following material is prohibited:
    1. rubbish;
    2. garden & lawn refuse;
    3. manure;
    4. livestock or animal carcasses;
    5. any material classified as a dangerous good; and any material which when burned will generate black smoke or an offensive odour including insulation from electrical coring or equipment, asphalt roofing materials, hydrocarbons, plastics, rubber materials, creosoted wood or any similar material.
       
  3. Open-air fires must be reasonably supervised so as to prevent their spread.
     
  4. Open-air fires must not be set in windy conditions conducive to creating a running fire or a nuisance to another person.
     
  5. If smoke from an open-air fire causes an unreasonable interference with the use and enjoyment of another person's property, the fire must be extinguished immediately.

Instructor/Lifeguard Positions

ONE FULL TIME INSTRUCTOR/LIFEGUARD I POSITION:

Major Duties and Responsibilities:
This individual must be able to perform a variety of duties as follows: 

  • Perform lifeguard duties according to the National Lifesaving Society (NLS) standards.
    • Instruct life saving, water safety lessons and courses, as well as fitness programs as assigned.
    • Ensure lesson plans are completed, results recorded, and submitted.
  • Complete all basic janitorial daily tasks as assigned and report any deficiencies.
  • Complete incident/accident reports for submission.
  • Complete participant report cards.
  • Ability to work shift work and weekends as required;

Salary:  Will be $16.29 - $17.50 per hour depending on qualifications in accordance with the City of Yorkton Out-of-Scope Salary Grid.

ONE FULL TIME INSTRUCTOR/LIFEGUARD II POSITION:

Major Duties and Responsibilities:
This individual must be able to perform a variety of duties as follows:

Landfill Master Plan

DETAILS:
The City of Yorkton will be accepting proposals for a Landfill Master Plan.   The Plan must incorporate present as well as future site planning for the City’s solid waste requirements.

The proposed assignment shall include but not limited to the management and preparation of the following:

  • Detailed site mapping to include existing, future and surrounding area.
  • Review of existing site layout and facilities, as well as future site expansion.
  • Staged development plan and related costs for development as well as preparation of an operational procedures manual in the area of solid waste management.
  • Alternative options and costs for conversion of conventional landfill operation (such as wind baling, compaction issues, bio reactor and organics collection)

The proposal shall include all costs, if any, associated with the completion of the Landfill Master Plan.

Proposals shall remain open for acceptance by the City and irrevocable for thirty (30) calendar days following the date specified for tender closing.

Proposals received after the date and time specified for closing will be marked late and be returned unopened.
