Proposed Bylaw No. 32/2009

The Council of the City of Yorkton pursuant to Section 207 of The Planning and Development Act, 2007 hereby gives notice of its intention to pass Bylaw No. 32/2009, which is an amendment to City of Yorkton Zoning Bylaw No. 14/2003 to change the zoning of Block/Parcel A, Plan 87Y08562, civically known as 345 Morrison Drive, from R-4 High Density Residential to CZ Contract Zone. The proposed Contract Zone intends to provide for a reduction in the minimum parking requirements for the proposed underground parking area that is to be constructed for a 24 unit apartment-style condominium. Specifically, the Contract Zone will provide for a reduction in parking stall width from 2.75m (9ft) to 2.70m (8ft, 10in) and a reduction in drive aisle width from 7.6m (25ft) to 6.0m (19ft, 8in). All other regulations of the Zoning Bylaw will be applied as per the requirements of the R-4 High Density Residential zoning district.

2009 Water Main Flushing Program

The Public Works Department will commence a water main flushing program on Saturday, October 3, 2009 at 8:00 P.M. to 6:00 A.M.   Flushing is required to remove the rust and sediment that has accumulated in the water mains.  City crews will be flushing the mains from approximately 8:00 P.M. through to 6:00 A.M. for six or seven nights until completed.  Flushing will begin in Weinmaster Park and southwest areas of the City on the first evening and move towards City centre thereafter.

During flushing, the water will contain a considerable amount of rust and sediment, and may be discolored for several hours.  The system pressure will fluctuate during the flushing period.  Both the sediment and the low pressure can cause problems in the operation of plumbing fixtures, especially air conditioning, refrigeration equipment, and water softeners.  Doing laundry is not recommended, as the discolored water will stain clothing.  For this reason, it is advisable not to use water if it is discolored unless it is absolutely necessary to do so.

Residents who live in the areas being flushed should collect containers of water beforehand for drinking and cooking, before the flushing program starts.  Residents should use as little water as possible, and should avoid drawing water into their homes.  It's best not to use your washing machine or dishwasher until the water color returns to normal.

Sealed bids marked "Bid for City of Yorkton, Landfill Pit Excavation" will be received at the offices of Associated Engineering, #1-2225 Northridge Drive, Saskatoon, SK  S7L 6X6 up to Tuesday, September 29, 2009 at 2:00 p.m.

The work consists of excavating and stockpiling approximately 15,000 m3 of earthen material at the City of Yorkton’s sanitary landfill.

Contract Documents may be examined at the office of Associated Engineering in Saskatoon or digital documents (PDF) can be emailed upon request.

Contract Documents will be available for pickup by interested General Contractors at the office of Associated Engineering on or after Friday, September 18, 2009 upon deposit of $200.00 per set, GST included.  Deposits will be refunded only to those General Contractors submitting bona fide bids.  An electronic copy (PDF) of the contract documents is available at no charge.

Bids must be accompanied by the specified Bid Bond and Consent of Surety Company payable to the City of Yorkton.

Tenders shall remain open for acceptance by the City and irrevocable for thirty (30) calendar days following the date specified for tender closing.

Tenders received after the date and time specified for closing will be marked late and be returned unopened.

Sealed bids marked "Old Landfill Office - September 2009" will be received at the offices of Department of Environmental Services, Yorkton Water Pollution Control Office, Highway No. 9 (1 mile north of York Road & 1/4 mile east on grid road at Millstone Park), Yorkton, SK  S3N 2W3 up to Wednesday, September 30, 2009 at 11:00 a.m.

One 10 foot X 14 foot building is to be sold.  The building will be sold “as is” and purchasers will be given until October 5, 2009 to remove the building from the existing site.

G.S.T. is to be included but shown separately on your submission.  The building can be inspected at the Yorkton Sanitary Landfill during regular operating hours of 8:00 am to 7:00 pm Monday to Friday and 8:00 am to 6:00 pm on Saturday.

Full-Time Waterworks Operator

WATERWORKS OPERATOR

Reporting to the Waterworks Manager, the Waterworks Operator is responsible for the daily operation and maintenance of the Water and Wastewater Treatment Plants and associated appurtenances. The operator performs skilled work to control treatment processes along with detailed sampling, monitoring and analysis of water and wastewater and processing streams.

This work consists of rotational, non-standard hours, which consists of shift work, nights, evenings and weekends and includes stand-by and callouts.

The ideal candidate will possess:

  • Minimum of Grade 12 and 4 years of post secondary education or equivalent as per Sask. Enviornment Operator Certification Standard and Board
  • Preference given to those with a diploma in Civil Engineering or Water Science Technology or equivalent.
  • Satisfy, possess and maintain a valid Class 4 W.W.T. & Class 3 W.T. Operators Certificate as determined by Government of Saskatchewan Regulations.
  • Successful Completion of courses from California State University or equivalent totalling 180 CEUs.
  • Successful completion of additional Training and Safety Courses when offered.
  • 4 years experience with Class 4 WWT & Class 3 WT, in water/wastewater treatment field and boiler operation, with preference given for a combination of training and experience in an appropriate trade.
  • Skill and knowledge related to millwright, plumbing, pipefitting, welding, carpentry and electricity.
  • Possess or ability to obtain the appropriate Environmental Operator Certification.
  •  Ability to perform strenuous physical labour.
  • Demonstrate mechanical and computer aptitude.
  • Obtain and maintain appropriate SCBA, Fireman’s Boiler Certification, First Aid & CPR, H2S Alive, TDG, and Confined Space Certificates.
  • Possess and maintain a Valid Saskatchewan Class 5 Drivers License.
  • Must possess and maintain RCMP security clearance.
The Water Works Operator salary is based as per collective agreement with CUPE Local 342.

  • Duties associated to the maintenance of open spaces through grass cutting, maintenance of playgrounds, trails, and cemetery operations.
  • Tasks associated to maintenance of but not limited to Kinsmen Arena and outdoor recreation facilities such as rinks, sports fields & tennis courts. 
  • Maintenance of the urban forest along with providing pest management to urban forest and open spaces, participation in the beautification program.
  • Dealing with customer issues and concerns.
Qualifications:
  • Minimum of grade 12 education
  • Possess a valid Class 5 Saskatchewan Driver’s license
  • Possess and maintain RCMP security clearance

Salary: 

Will be paid as a “Labourer I” in accordance with the Collective Agreement with CUPE Local #342.

Hours of Work:

Shift work, evening and weekend work is involved.
