Assessment Roll

Public Notice is hereby given that pursuant to subsection 187(1) of The Cities Act, the assessment roll for the City of Yorkton for the year 2010 has been prepared and is open to inspection in the office of the assessor from 8:00 a.m. to 4:00 p.m. during normal business days on the following dates:  March 17th to April 19th, 2010, inclusive.

A bylaw pursuant to section 184(2) of The Cities Act has been passed and the assessment notices have been sent as required.

Any person who wishes to appeal against his or her assessment or classification to the Board of Revision is required to file his or her appeal with:  The Secretary to the Board of Revision, City of Yorkton, P.O. Box 400, Yorkton, Saskatchewan, S3N 2W3 on or before the 19th day of April, 2010.

Labourer III - Sewer & Water

The City of Yorkton is recruiting for a
Seasonal Labourer III Position
Water and Sewer Division - Public Works Department

MAJOR RESPONSIBILITY

Responsible for the safe and efficient operation and maintenance of the water distribution system and waste water collection system and all associated appurtenances.

MAJOR DUTIES AND RESPONSIBILITIES

  • Responsible for the installation, repairs and maintenance of water mains, sewer mains, hydrants, valves, service connections and all appurtenances.
  • Operates, repairs, maintains, services and monitors equipment and stations.
  • Maintain and service any Lift stations and Booster stations.
  • Installation and maintenance of storm sewer mains, including installation and maintenance of any catch basins, and related appurtenances.
  • Knowledge of thawing water mains and sewer service.
  • Knowledge of installation, reading, reconditioning and calibration of water meters and associated instrumentation.
  • Knowledge in use of video/computer equipment for sewer services mains.
  • Ensure timesheets are completed accurately.
  • Read and update Water Distribution and Wastewater Collections system maps
  • Must comply with OH&S Act and Regulations, and follow all Occupational Health & Safety Policies and standard operating procedures as established by the City of Yorkton
  • Use every reasonable precaution to avoid workplace incidents
  • Ability to respond to an alarm and/or emergency situation, rectify or request assistance to resolve situations.
  • Must be available for rotational weekends and on-call.
  • Maintain equipment, work sites and buildings in a clear orderly manner.
  • Perform other duties as assigned.

QUALIFICATIONS

  • Grade 12 or GED.
  • Most possess and maintain valid Class 5 Driver’s License (Valid Class 3A Driver’s Licence is preferred)
  • Must possess and maintain RCMP Security Clearance
  • The following will be considered an asset: Current C.P.R. and First Aid Certificates; WHIMIS; Ground Disturbance; Confined Space; Rigging and Hoisting; Safe Trenching and Trench Rescue for Excavations.
  • Be mechanically inclined.  Any related education or experience in equipment operation or maintenance would be considered an asset.

SALARY

Salary will be paid as a “Labourer III” in accordance with the current CUPE Agreement.

Labourer III - Streets & Roads

The City of Yorkton is recruiting for a
Seasonal Labourer III Position
Roads and Streets Division - Public Works Department

This position reports directly to the Assistant Director of Public Works / Roads and Streets Foreman.

DUTIES AND RESPONSIBILITIES

  • Perform skilled labour duties on Roads and Streets crew during maintenance and new construction operations.
  • Individual must be multifunctional in various operations, capable of performing the following tasks effectively: preparation of existing sub-grades, sub-base and base preparation, asphalt placement, raking and rolling asphalt, reading and marking grades on new construction projects, application of dust suppressants, and crack-sealing.
  • Periodic operation of heavy trucks and small and medium sized equipment.
  • Performs daily equipment checks and minor maintenance as required.
  • Maintain a working knowledge of and comply with all City of Yorkton Standard Operating Procedures, Policies and the Occupational Health and Safety Act and Regulations.
  • Maintains open line of communication and good working relationships with Supervisors and Co-workers.
  • Perform other duties as assigned.

QUALIFICATIONS

  • Grade 12 Education or GED Equivalency
  • Current C.P.R. and First Aid Certificates
  • Most possess and maintain valid Class 5 Driver’s License
  • Class 3 with Air Endorsement is preferred
  • Must be able to perform physical labour duties under varied weather conditions

The Yorkton Business Improvement District (BID) Board was established to ensure the primary goals of the District are met, including but not limited to:

  2. enhancing the appearance of the area through downtown beautification efforts, supporting community events, and partnering with local groups; and

As per the Public Libraries Act, 1996, the functions and responsibilities of the Yorkton Public Library Board are:

  1. to interpret and implement regional library board policy in the communities using the local library;
  2. to formulate policy respecting the development and operation of the local library in co-operation with the regional library board;
  3. to advise the municipality in which the local library is located concerning the provision and maintenance of adequate accommodation for the local library;
  4. to provide for planning and local library board training;
  5. to undertake local library promotion and public relations campaigns in the community;
  6. to take responsibility for special library programming;
  7. in conjunction with the regional library board to establish and maintain standards for hours of service and types of local service;
  8. to recommend to the regional library board and to its library director programs and materials relevant to the interests and requirements of the local community;
  9. to consult with and report on a regular basis to the council of the municipality with respect to which the local library board was created;
  10. to advise the regional library board respecting the appointment and terms of employment of the staff for the local library;
  11. to hold an annual meeting prior to the annual meeting of the regional library board;
  12. to perform those other duties delegated by the regional library board; and
  13. to perform those other functions in accordance with the regulations for the provision of adequate library service at the local level.

Horticultural Services Division - Parks and Kinsmen Arena

Reporting directly to the Parks and Arena Manager.

MAJOR DUTIES AND RESPONSIBILITIES
This individual must be able to perform a variety of duties as follows:

  • Maintenance of the urban forest along with providing pest management to urban forest & open spaces.  Participation in the beautification program.
  • Tasks associated to maintenance of but not limited to Kinsmen Arena and outdoor recreation facilities such as rinks, sports fields & tennis courts. The majority of time in this area will be spent on maintaining sport fields - mainly the ball diamonds on weekends.
  • Duties associated to the maintenance of open spaces through grass cutting, maintenance of playgrounds, trails, cemetery operations.
  • Dealing with customer issues and concerns.

QUALIFICATIONS

  • Grade 12 Education or GED Equivalency
  • Most possess and maintain a valid Class 5 Saskatchewan Driver’s License
  • Must possess and maintain RCMP Security clearance

SALARY: Will be paid as a "Labourer I" in accordance with the Collective Agreement with CUPE Local #342.

Hours of Work: Shift work, evening and weekend work is involved.

Details of Tender:
The City of Yorkton will be accepting tenders for the supply and installation of a new playground structure.  The structure will be geared to 5 to 12 years of age with additonal components to accommodate the younger ages as well.  The design will be critiqued for its overall layout, creativeness and play opportunities that will ultimately provide a positive, entertaining play experience for the age group.  A swing component is one of the mandatory components in the plan.  Suppliers are asked to submit projects that are creative and  incorporate the latest trends in the industry.

Project Information:
Budget:  $ 75,000 include PST, frieght and installation, GST extra.
The structure will be CSA approved and IPEMA certified.
Supplier to include warranties and liability coverage of structure.

The City of Yorkton will be responsible for the fall protection (sand) aspect of the project.
There is ample room for the structure so space is not an issue.

Details of Tender:
The City of Yorkton will be accepting tenders for the supply of a new floor scrubber.  The scrubber will have similar specifications as our current floor scrubber - PowerFlite Predator 20 model. These specifications can be accessed off the website or call our office and a copy can be forwarded to you.

The tender shall include the costs as it relates to the supply, delivery and orientation on operations and maintenance of the machine, the warranty of the machine, 2 owners manual complete with part list along with the trade in of 2 ( two)  POWERFLITE PREDATOR 20 MODELS.  These 2 models are for 'parts purposes' and would need to be re-conditioned if intended to be used in operations.
