REGULAR COUNCIL MEETING MINUTES
APRIL 6, 2009
Minutes of a Regular Meeting of Council held on Monday, April 6, 2009 in Council Chambers City Hall commencing at 5:00 p.m.
Present: Deputy Mayor Bob Maloney, Councillors Arnelien, DeRyk, Goulden, Pearen and Wilson.
Absent: Mayor Chris Wyatt.
Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Roger Hunter, Darcy McLeod, Michael Buchholzer and Maureen Berard. Recording: Gloria Signarowski.
A quorum being present Deputy Mayor Bob Maloney in the Chair called the meeting to order at 5:00 p.m.
APPROVAL OF AGENDA
Wilson – Goulden
That the Regular Council Agenda and Committee of the Whole Council Agenda be approved as presented.
DeRyk – Wilson
That the Agenda be amended by moving Item No. 1 under the suggested in-camera portion of the Committee of the Whole Council Agenda into the Open portion of the Committee of the Whole Council Agenda.
Voting on the amendment.
Voting on Resolution No. R00151-2009.
Councillor Arnelien commented that its time for the Annual Spring Expo 2009 at the Gallagher Centre hosted by the Yorkton Lions Club and the Yorkton Exhibition to be held April 17th to 19th, 2009. It will be open on Friday, April 17th from 1:00 p.m. to 9:00 p.m., Saturday, April 18, from 11:00 a.m. to 8:00 p.m. and Sunday, April 19th from 11:00 a.m. to 4:00 p.m. All booths have been sold out for the last two weeks. Admission is free so come on out and enjoy the Spring Expo 2009.
Councillor Pearen advised that the Yorkton Music Festival has been on for the last three weeks with activities in piano, vocal, instrumental band and choirs with over 700 entries. Many compliments were received from the adjudicators throughout the Province and lots of special thanks to the teachers, accompanists, instructors and volunteers. One of the adjudicators suggested that Yorkton should have a new slogan “Yorkton, Where Music is Alive”.
Councillor Goulden advised that she attended the Tourism Annual Conference and Awards night on March 23, 2009 and was thrilled to see that one of our volunteers in Yorkton was recognized. Viterra was recognized as Corporate Partner of the Year for Tourism in Saskatchewan. We also had some other finalists, Tourism Yorkton, Yorkton Short Film and Video Festival and actually Thom Weir himself as a volunteer. Congratulations and perhaps the slogan should be “Yorkton, Where Volunteers are alive and working hard”.

Protective Services Commission Meeting Minutes – March 17, 2009

That the Protective Services Commission Meeting Minutes of March 17, 2009 be received and filed as presented.
Director of Leisure Services – Urban Youth Sport Co-coordinator
A report dated March 27, 2009 from the Director of Leisure Services regarding a posting for an Urban Youth Sport Co-coordinator in the City of Yorkton was circulated for the consideration of Council.
Goulden – DeRyk
That the City’s partnership with Sask Sport and the Parkland Valley Sport Culture and Recreation District in the Urban Youth Sport Initiative, be approved, and further that Administration be directed to proceed with the posting for an Urban Youth Sport Co-coordinator, which shall be a permanent, full-time position dependent upon receiving annual funding through Saskatchewan Lotteries.
Director of Environmental Services - Residential Spring Clean Up Week Campaign
A report dated March 25, 2009 from the Director of Environmental Services regarding the residential Spring Clean Up Week Campaign was circulated for the consideration of Council.

That Council authorize Mayor Wyatt to proclaim the week of May 4th to 9th, 2009 as “Spring Clean Up Week” in the City of Yorkton with landfill entrance fees at the Sanitary Landfill waived for City of Yorkton residents hauling in their residential refuse by car, half-ton truck or single axle utility trailer.
Household Hazardous Waste Day
A report dated March 25, 2009 from the Director of Environmental Services regarding Household Hazardous Waste Day was circulated for the consideration of Council.
Goulden – Pearen
That Administration be authorized to enter into an agreement with Product Care for the purpose of conducting the “Household Hazardous Waste Day” on May 2, 2009 at 144 Ball Road (Sask. Abilities Centre) between the hours of 9:00 a.m. and 3:00 p.m. and further, that Administration be authorized to renew these agreements to participate in and support Household Hazardous Waste Day on an annual basis in the City of Yorkton.
Queen Street WTP, Contract 3 Administration Area Tender Results
A report dated March 25, 2009 from the Director of Environmental Services regarding the tender results for the Queen Street WTP, Contract 3 Administration area tender results was circulated for the consideration of Council.
Wilson – Goulden
That Weber Construction Ltd. be awarded the Queen Street WTP- Contract 3: Administration Area Improvements for a contract price of $555,000. Further, that the construction budget includes a contingency allowance of $85,000 for a total construction budget of $640,000.
Director of Finance – 2009 Board of Revision Appointments
A report dated March 30, 2009 from the Director of Finance regarding the 2009 Board of Revision Appointments was circulated for the consideration of Council.
Pearen – Goulden
That the 2009 City of Yorkton Board of Revision be comprised of Board Members – Wayne Cantello, Howie Fehrenbach and Stuart McFadyen; and Secretary – Kathy Ritchie, with alternates being: Board Members – Joe Boyle, Wayne Jensen and Napoleon Dmytrowich; and Secretary – Carol McLashen and further, that Lonnie Kaal – City Assessor be given authority to use the alternate members as a second Board of Revision panel should she deem it necessary due to an excessive number of appeals being filed; and further that each Board Member be paid remuneration of $200.00 per day required to hear and decide on appeals.
Manager of Building Services – Building Permit Application – The Sunrise Health Region – 150 Independent Street
A report dated March 31, 2009 from the Manager of Building Services regarding a building permit application for the Sunrise Health Region at 150 Independent Street was circulated for the consideration of Council.

That Administration be authorized to issue a Building Permit for interior renovations – Health Service use including offices at 150 Independent Street, with the understanding that a Development Permit application will be submitted.
Pearen – Arnelien
That this Regular Council Meeting move into a Committee of the Whole Council Meeting at 5:31 p.m.

That we rise and report from the Committee of the Whole Council Meeting at 6:11 p.m.
Deer Park Men’s Club – Annual Men’s Open [27.10(e)(iii)&(f)(iv)(v)]

That we accept Recommendation No. C00027-2009 as contained in the Committee of the Whole Council Meeting Minutes of April 6, 2009 that we refer the Deer Park Men’s Club request of waiving green fees for an Annual Men’s Open Tournament/fundraiser at Deer Park Golf Course to Administration for a report back to the next meeting of Council as to the implications of their request, and a recommendation in this regard.
