Minutes of a Regular Council Meeting held on Monday,
November 3, 2014
in Council Chambers City Hall commencing at 5:00 p.m.
Mayor Bob Maloney, Councillors Les Arnelien, Ross Fisher, Randy Goulden, Larry Pearen, James Wilson, and Chris Wyatt

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.
APPROVAL OF AGENDA
That the Regular Council Meeting Agenda and Committee of the Whole Council Meeting Agenda be approved as presented.
Councillor Goulden congratulated the 31st APEX Award winners that were announced in Regina. This is an “Achievement in Business Excellence Awards” by the Saskatchewan Chamber of Commerce. There were two businesses from Yorkton that won awards - NL Construction won the Growth and Expansion award and Yorkton Plumbing and Heating received two awards; the Service award and the Business of the Year award. There was great representation of the business community in Yorkton. There were two other businesses that were finalists in their categories; RH Electric and RCM Safety Services. Councillor Goulden received an email from Councillor Glen George from the City of Melfort; he was nominated for a business that he was involved with; he wanted to acknowledge that he was overwhelmed by the great representation from the business community of Yorkton. Congratulations to the businesses, they are members of the Yorkton Chamber of Commerce. To the Yorkton Chamber of Commerce we offer them our appreciation for the work that they do here in the City of Yorkton.
Councillor Fisher recognized the First Annual Community Pumpkin Walk sponsored by the Yorkton Coop, that took place Friday. It was a tremendous example of business doing good things in the community. It was promoted as a safe way to do things for kids for Halloween. They were hoping for 500 people and ran out of hotdogs at 1400 people. There were quite a number of businesses that had stands and did things for the kids. There was entertainment and at the end of the evening, fireworks. There was tremendous buy-in from the community. There were pumpkins carved in the schools and seniors homes with over 700 pumpkins along the trail.
Councillor Wyatt acknowledge the Yorkton Community Concert Choir and the Yorkton Community Band for holding a joint concert. The theme of the concert was a salute to our Veterans. The concert was unbelievable and the show of support, not only for the veterans but also for the people that serve our community, whether it is RCMP, Firefighters or Emergency First Responders was incredible. A job well done to Councillor Pearen, who lead the concert, and to the people who participated in the concert. Well done.
Councillor Arnelien attended the 19th Annual Health Care Gala Awards, which was a Masquerade Theme on Saturday November 1st. Mayor Maloney and Councillor Fisher and City Manager Lonnie Kaal also attended the event. In the last 19 years this event has raised $445,000.00. It has always been chaired by Diane Rusnak, congratulations to her and all the committee members on another very successful event. It helps raise a lot of money to buy much needed health equipment for Yorkton’s health region. Congratulations to everyone involved on the success of this event.
Mayor Maloney attended the kick off of the Yorkton Harvest Showdown. John Simpson and Don Rae joined him, along with some Exhibition volunteers that were on hand, for the official branding to kick off a week of activities in Yorkton. We encourage everyone to come in and attend the events taking place with the Harvest Showdown. This is always a great event.

Regular Council Meeting Minutes – October 20, 2014
That the Regular Council Meeting Minutes of October 20, 2014 be approved as presented.
HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS
Proclamation Request – Royal Canadian Legion – “Veterans Week” – November 5 - 11, 2014
A letter received October 15, 2014 from Royal Canadian Legion Alexander Ross Branch #77 regarding Veterans Week was circulated for the consideration of Council. Comrade President Peter Wyatt and Comrade George Arnold were present in Council Chambers to speak to this request.
That Council authorize Mayor Bob Maloney to proclaim the week of November 5 – 11, 2014 as “Veterans Week” in the City of Yorkton, and further that a flag raising ceremony take place on November 5, 2014 at 10:30 a.m. in City Hall Park to fly the Flag of Remembrance during Veterans Week.
Proclamation Request – Multicultural Council of Saskatchewan – “Saskatchewan Multicultural Week” – November 16 – 23, 2014
A letter dated September 26, 2014 from Multicultural Council of Saskatchewan regarding Saskatchewan Multicultural Week was circulated for the consideration of Council. Darlene Stakiw, Past President, Multicultural Council of Saskatchewan Board of Directors and Edith Montesclaros were present in Council Chambers to speak to this request. They also presented a Calendar of Multi-Cultural Faiths to Council.
That Council authorize Mayor Bob Maloney to proclaim the week of November 16 - 23, 2014 as “Saskatchewan Multicultural Week” in the City of Yorkton.
Presentation – United Steelworkers – Stop the Killing Campaign
A letter dated October 24, 2014 from the United Steel Workers regarding the Stop the Killing campaign was circulated for the consideration of Council. Kael Dolejsi, President USW Local 5917 was to be present in Council Chambers to give a presentation but did not appear.
REPORTS OF COMMISSIONS, COMMITTEES AND MATTERS REFERRED
Mayor – Terms of Reference and Appointment to Yorkton Housing Committee
That the Council of the City of Yorkton approve the Terms of Reference for the Yorkton Housing Committee as presented.
That the Council of the City of Yorkton appoint Sonya Reviczky to the Yorkton Housing Committee for 2014.
Yorkton Public Library Board Meeting Minutes – September 17, 2014
That the Yorkton Public Library Board Meeting Minutes of September 17, 2014 be received and filed as presented.
That Council authorize the Mayor to receive and file the following:“Community Based Organizations Worker Appreciation Day” – November 6, 2014.
That Council receive and file the following correspondence:
Contracts Awarded Under $250,000 – 2014 Sanitary Landfill Pit Excavation – Tender Awarded to Earth Max Construction - $170,000.
INTRODUCTION OF BYLAWS
Bylaw No. 22/2014 – Tax Certificate Fees
A report dated October 28, 2014 from the Director of Finance regarding a Tax Certificate Fees Bylaw was circulated for the consideration of Council. Shannon Bell, Director of Finance, was present in Council Chambers to speak to this report.
That Bylaw No. 22/2014, a bylaw to establish fees for the purpose of Tax Certificates in the City of Yorkton be introduced and read a first time this 3rd day of November A.D. 2014.
That Bylaw No. 22/2014 be read a second time this 3rd day of November A.D. 2014.
That with the unanimous consent of Council, Bylaw No. 22/2014 proceed to third reading this 3rd day of November A.D. 2014.
That Bylaw No. 22/2014, a Bylaw of the City of Yorkton to establish fees for the purpose of Tax Certificates in the City of Yorkton be read a third time this 3rd day of November A.D. 2014 and be registered in the Bylaw Register of the City of Yorkton.
Director of Finance – Charges for Public Information
A report dated October 27, 2014 from the Director of Finance regarding charges for public information was circulated for the consideration of Council. Shannon Bell, Director of Finance was present in Council Chambers to speak to this report
That Council approve the amendments to the Charges for Public Information Policy No. 10.60 as presented.
Director of Finance – Tax Enforcement Proceedings – Lien Registration – 2015
A report dated October 27, 2014 from the Director of Finance regarding Tax Enforcement Proceedings – Lien Registration – 2015 was circulated for the consideration of Council. Shannon Bell, Director of Finance was present in Council Chambers to speak to this report.
That Council authorize the advertisement of the attached Form 1 List of Lands in Arrears with the exception of those properties of which the amount of taxes in arrears does not exceed one half of the immediately preceding year’s tax levy as per Section 3(3) of The Tax Enforcement Act.
