REGULAR COUNCIL MEETING MINUTES
November 16, 2015
Minutes of the Regular Council Meeting held on Monday, November 16, 2015 in City Hall Council Chambers.
Present: Mayor Bob Maloney, Councillors Ross Fisher, Larry Pearen, James Wilson and Chris Wyatt
Regrets: Councillors Les Arnelien and Randy Goulden
Staff Members Present: Lonnie Kaal - City Manager, Kathy Ritchie – Director of Legislation and Procedures (City Clerk), Shannon Bell - Director of Finance, Michael Eger - Director of Planning, Building and Development

A quorum being present Mayor Bob Maloney in the chair called the meeting to order at 5:00 p.m.
Mayor Maloney, on behalf of City Council and the residents of the City of Yorkton, offered support to France and the people affected by the terrorist attacks. The flags at City Hall and other city facilities will remain at half mast until sunset on Tuesday, November 17, 2015, in honour of victims of the attacks. Flags have also been lowered across the province, including the Provincial Legislature and many other cities.
APPROVAL OF AGENDA(S)
That the Regular Council Meeting Agenda and Committee of the Whole Council Meeting Agenda be approved as presented.
Councillor Wilson acknowledged that ‘All That Jazz Big Band’ will be performing in Yorkton on November 19, 2015 at 7:30 p.m. in the Parkland Room at the Painted Hand Casino. The theme is “Frank Sinatra – Celebrating 100 Years” and the funds raised go towards keeping ‘live music’ happening in Yorkton. He also noted that the conductor is Councillor Larry Pearen.
Councillor Fisher acknowledged the Harvest Showdown that took place in Yorkton from November 4-7, 2015. He thanked the Yorkton Exhibition Association and Grainmillers for being the primary sponsors. The Harvest Showdown is a tremendous benefit to the city and the area, and he wishes it continued success.
Mayor Maloney stated he attended the Grain Show at the Harvest Showdown, where Bob Bjornerud, former Minister of Agriculture, was honoured.
Mayor Maloney also attended the Multicultural Society’s event on Sunday at the Sacred Heart High School. There were wonderful performers and it was an excellent day with a great turnout.
APPROVAL OF MINUTES
Regular Council Meeting Minutes – November 2, 2015
That the Regular Council Meeting Minutes of November 2, 2015 be approved as presented.
HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS
Mayor – City of Yorkton Sponsorship of Team Steve Laycock for Pinty’s Grand Slam of Curling Event
Councillor Wilson welcomed the Team Steve Laycock curling team who were in attendance at the meeting, and announced that the City of Yorkton is one of the sponsors of this hometown team for the Pinty’s Grand Slam of Curling event to be held in Yorkton on December 8-13, 2015.
That it be acknowledged that Council and the City of Yorkton are proud to sponsor Team Steve Laycock as the hometown team for the upcoming Pinty’s Grand Slam of Curling Canadian Open event being held in Yorkton, December 8-13, 2015, and wish them good luck in all of their curling events.
The Mayor called for a brief break in order to allow for photos of Team Steve Laycock and Council wearing their sponsorship hoodies. 5:04 p.m. - 5:05 p.m.
Steve Laycock, Team Skip, spoke briefly about the team, mentioning that they are currently 5th in the world, and thanked Council for the sponsorship and everyone for all of the support they have been receiving – 5:05 p.m. - 5:06 p.m.
Gerry Adam – Grand Slam event organizer, spoke briefly about the event stating that it will be bigger and better than last year and it has been very well advertised, and he thanked Council for their support – 5:06 p.m. – 5:08 p.m.
Proclamation Request – Multicultural Council of Saskatchewan – Saskatchewan Multicultural Week – November 14-22, 2015
A letter dated September 23, 2015 from the Multicultural Council of Saskatchewan (MCoS) regarding a request to proclaim November 14-22, 2015 as “Saskatchewan Multicultural Week”, was circulated for the consideration of Council. Darlene Stakiw – Past President, was present in Council Chambers to make a presentation.
That Council authorize Mayor Bob Maloney to proclaim November 14-22, 2015 as “Saskatchewan Multicultural Week” in the City of Yorkton.

INTRODUCTION OF BYLAWS
Director of Legislation and Procedures (City Clerk) – SUMA 2016 Convention – ISC Fees Resolution
A report dated November 10, 2015 from the Director of Legislation and Procedures (City Clerk) regarding the Resolution for ISC Fees for submission at the 2016 SUMA Convention, was circulated for the consideration of Council. Kathy Ritchie - Director of Legislation and Procedures (City Clerk), presented the report.
That Council endorse the attached ‘ISC Fees – Cost Barriers to Property Consolidations’ resolution and submit it to the 2016 Saskatchewan Urban Municipalities Association Convention in order for action to be taken to remedy the current ISC fee structure.
