REGULAR COUNCIL MEETING MINUTES
January 29, 2018

Minutes of the Regular Council Meeting held on Monday, January 29, 2018 in City Hall Council Chambers.

Council Present: Mayor Bob Maloney, Councillors Ken Chyz, Randy Goulden, Quinn Haider, Mitch Hippsley, Aaron Kienle and Darcy Zaharia.

City Administration Present within the bar: Lonnie Kaal – City Manager, Terrence Schneider – Director of Legislation and Procedures (City Clerk), Michael Eger – Director of Planning, Building & Development, Fred Schrader - Assistant Director of Finance and Jessica Matsalla – Assistant City Clerk.

CALL TO ORDER

A quorum being present Mayor Bob Maloney called the meeting to order at 5:00 p.m.

PUBLIC ACKNOWLEDGEMENTS

Councillor Kienle:
1) Acknowledged the City of Yorkton Service Awards Luncheon held on January 10, 2018, which recognizes long-term members of City staff. Councillor Kienle passed on congratulations to service award recipients and thanks to all City staff for their work.
2) Acknowledged the Yorkton Roads and Streets Division. Yorkton experienced some heavy snow recently and that the first temporary “snow route parking ban” was piloted to ensure streets could be properly cleaned. Feedback from the public and the Roads and Streets Division of Public Works was mainly positive on this matter with a few issues to be reviewed for improvement in the future.
3) Councillor Kienle attended the Parkland Association of Disc Golf Annual General Meeting on January 28, 2018. Disc Golf is a local sport that has grown significantly with involvement from those in a 150km radius of Yorkton. President Calvin Daniels presented a report at the AGM on the growth of the sport including tournaments, courses, and membership. Councillor Kienle encouraged those interested to get involved.
4) Councillor Kienle thanked the Yorkton Exhibition Association (YEA) for inviting City Council to an appreciation supper held a few weeks back. Councillor Kienle acknowledged the positive partnership the City and YEA has, and wishes to continue.

That the Council of the City of Yorkton approves of appointing Dustin Brears to the Planning and Infrastructure Commission, Jason Bot to the Environmental Committee, Meagan Richards to Yorkton Business Improvement District Board and that David P. HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS & PROCLAMATIONS

Yorkton Kinsmen and Kinettes Clubs - Proclamation Request – February 25-March 3, 2018 as ‘Kin Week’ in Yorkton
An email received January 24, 2018 from the Yorkton Kinsmen and Kinettes Clubs regarding a request for February 25 – March 3, 2018 to be proclaimed as ‘Kin Week’ in the City of Yorkton, and a request for a flag raising, was circulated for the consideration of Council. Stephanie Dreger - President of the Yorkton Kinette Club and Sunil Shah - President of the Yorkton Kinsmen Club were in attendance to present to Council.

That the Council of the City of Yorkton authorize His Worship Mayor Maloney to proclaim February 25-March 3, 2018 as ‘Kin Week’ in the City of Yorkton, and furthermore proclaim the month of February 2018 as ‘Kin’dness Month in Yorkton. Carried Unanimously.***

Public Hearing – Proposed Bylaw No. No. 2/2018 – Amendment to Zoning Bylaw No. 14/2003 – Rezone Portion of 108 Myrtle Avenue from C-1 City Centre Commercial to CMI-1 Commercial-Industrial Transitional
The City Clerk stated that there were no written submissions received pertinent to this Public Hearing and that he was not aware of any petitioners present in Council Chambers to speak to the item of interest for the Public Hearing for Proposed Bylaw No. 2/2018 - Amendment to Bylaw No. 14/2003 – The Zoning Bylaw.

Public Hearing – Proposed Discretionary Use 01-2018 – Community Facility in C-4 Neighbourhood Commercial Zone 387-B Parkview Road Council Report #2
The City Clerk noted that there was one (1) presenter in Council Chambers to make a presentation to Council regarding the proposed bylaw.

Ken Gordon, representative of the Yorkton Legion (the applicant) spoke 5:14-5:15 p.m.

Bylaw No. 2/2018 – Amendment to Zoning Bylaw No. 14/2003 – Rezone Portion of 108 Myrtle Avenue from C-1 City Centre Commercial to CMI-1 Commercial-Industrial Transitional – [2nd & 3rd Readings]
A report dated January 23, 2018 from the Land Use Planner regarding proposed Bylaw No. 2/2018, Amendment to Zoning Bylaw No. 14/2003, was circulated for the consideration of Council. Carleen Koroluk, Land Use Planner, presented the report to Council.

Mayor Maloney passed the chair to Deputy Mayor Hippsley 5:43-5:44 p.m.
