The Federal Government has announced that recreational cannabis will be legalized on October 17, 2018. Federal, Provincial and Municipal governments will all have different responsibilities:
Minimum Age Limits (18)
Medicinal Distribution & Consumption
Wholesale & Retail Distribution
Discretion to set more restrictive limits for:
- Minimum age for consumption (19 in SK)
- Possession amount
Zoning (density, location)
Building / Fire Codes
Additional smoking restrictions
Municipal workplace safety
Cannabis Retailers in Yorkton:
Through the Saskatchewan Liquor and Gaming Authority, the Province will allow two cannabis retailers in Yorkton. The City is now looking to create zoning regulations that allow for these retailers while also respecting recommendations to separate them from youth-focused uses. As a result, the City is proposing that Cannabis Retailers be:
- Allowed to operate in most commercial and industrial zoning districts;
- Prohibited from operating in residential, neighbourhood commercial and
community service zoning districts;
- Separated from schools by a distance of 150 metres (500 feet); and
- Separated from approved daycares by 75 metres (250 feet).

A Public Hearing will be held on Monday, July 16, 2018 at 5:00 p.m. in City Hall Council Chambers, Yorkton, SK. City Council will hear all individuals who are present and wish to speak to the proposed amendment. All written submissions will be read verbatim by the City Clerk unless the submitter is in attendance to speak on behalf of their submission.

Cannabis Retailers, including security, display, advertising and packaging, will be tightly regulated by Federal and Provincial regulations, as will possession, consumption and impairment. The City will monitor these regulations as they are announced and fill in any gaps as it relates to Business Licensing and smoking restrictions.
