Long-term Debt Limit

Public Notice is hereby given that the Council of the City of Yorkton intends to apply to the Provincial Municipal Board for a long-term debt limit of $42,000,000 representing two times the City's annual revenues. This matter will be considered initially at the Council Meeting of Monday, July 17th, 2006 at 5:00 p.m. in Council Chambers at City Hall, 37 Third Avenue North.

Anyone wishing to make representation to Council with respect to this matter should notify the City Clerk's office at 786-1717 by Wednesday, July 12th 2006 at 12:00 noon.

Assistant Director of Finance

Applications Are Invited For Assistant Director of Finance

Reporting to the Director of Finance the Assistant will be a key member of the management team. Working independently the candidate will perform complex and a wide range of accounting functions and possess a comprehensive understanding of and conform to generally accepted accounting principles. This position is responsible for supervising all finance activities and must be familiar with diverse policies and procedures to adequately assist staff and the general public.

  • Supervises all accounting functions, accounts payable, accounts receivable, utilities, taxes, parking tickets and the general ledger. 
  • Ensures electronic transactions are verified and accurate. 
  • Prepare month end reports and variance analysis ensuring proper execution of purchasing policies and procedures. 
  • Reviews the accounting policies and procedures and revising them when necessary. " Prepares Statistical reports for Statistics Canada, and Provincial/Federal reports and grant applications, including follow-up.
  • Verifies the assessment reports and balancing of the assessment roll, providing back-up to the City Assessment Coordinator.
  • Assist Finance staff with day-to-day transactions on an as needed basis. 
  • Assist IT Department with purchase orders and allocation of expenditures.
  • Bachelor Degree in Commerce or Administration with a major in Accounting or Finance. Preference may be given to those pursing or possessing a recognized accounting designation, along with two years of experience. 
  • Thorough knowledge of accounting and principals governing the public sector preferred. 
  • Strong public relations and interpersonal skills to deal with complaints and inquires. 
  • Proficient use of and have a broad knowledge of computer applications, and the ability to accurately check extensive data for compliance with policies and the budget process.
  • Must possess and maintain a valid Class 5 Saskatchewan Driver's license and RCMP clearance.

When replacing windows in a dwelling unit, it is the owner's responsibility to ensure that the new window complies with the current standards as set out in the National Building Code. For more information call 786-1710.




City Fill Site

Please be advised that the Fill Site on Dracup Avenue has been closed. Disposal of clean fill only will be accepted at the Fill Site located north of Smith Street at Seventh Avenue. Signs will be posted on Seventh Avenue marking this location. Thank you for your co-operation.

Parks Branch News

Within the next few weeks, the Parks Branch will begin working on the many trails in our city's parks and will be spraying "Round-up". Other spraying will also take place and signs will be posted to ensure public safety.

Some of the Ash trees in Yorkton have been affected by the Ash Bark Beetle. If you have any questions or concerns, call the Parks office at 786-1780.

Garage Sales Signs

Spring and Summer are the time of year for yard and garage sales. It is illegal to place signs of any type, including those for yard sales, on boulevards, lamp posts, sidewalks or other City property. Your best advertising is still your local newspaper. Garage Sale signs are to be placed on your own private property for location identification.

City of Yorkton Sign Regulations Bylaw #16/2003 states the following:

  • No advertisement shall be permitted which is attached to a fence, pole, tree, or any object in a public street or place.
  • No advertisement shall be permitted which is attached to or standing on the ground in any public street or place.

Signs in violation of this bylaw will be picked up at owner's expense.

Yorkton in Bloom 2006

For the past ten years the Yorkton In Bloom Committee has promoted the Local Grounds Competition. This is an exciting program that focuses on beautification of the city. This initiative was designed to involve the citizens of Yorkton in the challenge of improving the visual appeal of our city, and to compete for local awards.

Categories for the 2006 Local Grounds Competition are as follows 
Best Home Grounds (Front Yard) 
Best Home Grounds (Back Yard) 
Best Mobile Home Grounds 
Best Vegetable Garden 
Best Apartment Garden 
Best Senior Housing Unit 
Best Senior Housing Complex 
Best Senior Housing Deck/Balcony

Best Residential Street, Avenue, Crescent, Bay, etc.

The Committee is sponsoring a Golden Bloom Award.

The Yorkton & District Horticultural Society will be hosting a Yard & Garden Tour on Friday, August 4, 2006 of the winning entries. The public is welcome to take part in the tour.

Deadline for entries is Friday July 21, 2006 at 4:30 p.m. 
Judging will take place from July 24 - 26, 2006
