Proposed Bylaw No. 25/2006

The Council of the City of Yorkton pursuant to Section 207 of The Planning and Development Act, 1983 hereby gives notice of its intention to pass Bylaw No. 25/2006 to amend the Zoning Bylaw Map (Schedule Z-1) of Zoning Bylaw 14/2003. This Amendment allows for the rezoning of Parcels A and B, Plan 101577821, Parcel C, Plan 101577854 and Parcel L Plan 82Y04513 from MI - 1 Light Industrial, to MI - 2 Heavy Industrial. The affected area is shaded in on the map below.

The purpose of this Amendment is to allow Heavy Industrial Uses on property adjacent to the railroad right of ways.

The proposed bylaw may be inspected in the office of the Development Officer, City Hall by any person without payment of any fees between the hours of 9:00am and 4:00pm, all holidays excepted and up until 12:00 noon Friday July 14, 2006. Any person may make oral or written representation to City Council at its meeting to be held on July 17, 2006 in the City Hall Council Chambers, Yorkton, Saskatchewan at 5:00 pm. Oral or written submissions will be considered when the Public Hearing, in respect to this application, is in session.

Long-term Debt Limit

Public Notice is hereby given that the Council of the City of Yorkton intends to apply to the Provincial Municipal Board for a long-term debt limit of $42,000,000 representing two times the City's annual revenues. This matter will be considered initially at the Council Meeting of Monday, July 17th, 2006 at 5:00 p.m. in Council Chambers at City Hall, 37 Third Avenue North.

Anyone wishing to make representation to Council with respect to this matter should notify the City Clerk's office at 786-1717 by Wednesday, July 12th 2006 at 12:00 noon.

Assistant Director of Finance

Applications Are Invited For Assistant Director of Finance

Reporting to the Director of Finance the Assistant will be a key member of the management team. Working independently the candidate will perform complex and a wide range of accounting functions and possess a comprehensive understanding of and conform to generally accepted accounting principles. This position is responsible for supervising all finance activities and must be familiar with diverse policies and procedures to adequately assist staff and the general public.

  • Supervises all accounting functions, accounts payable, accounts receivable, utilities, taxes, parking tickets and the general ledger. 
  • Ensures electronic transactions are verified and accurate. 
  • Prepare month end reports and variance analysis ensuring proper execution of purchasing policies and procedures. 
  • Reviews the accounting policies and procedures and revising them when necessary. " Prepares Statistical reports for Statistics Canada, and Provincial/Federal reports and grant applications, including follow-up.
  • Verifies the assessment reports and balancing of the assessment roll, providing back-up to the City Assessment Coordinator.
  • Assist Finance staff with day-to-day transactions on an as needed basis. 
  • Assist IT Department with purchase orders and allocation of expenditures.
  • Bachelor Degree in Commerce or Administration with a major in Accounting or Finance. Preference may be given to those pursing or possessing a recognized accounting designation, along with two years of experience. 
  • Thorough knowledge of accounting and principals governing the public sector preferred. 
  • Strong public relations and interpersonal skills to deal with complaints and inquires. 
  • Proficient use of and have a broad knowledge of computer applications, and the ability to accurately check extensive data for compliance with policies and the budget process.
  • Must possess and maintain a valid Class 5 Saskatchewan Driver's license and RCMP clearance.

Request for Tenders

Sealed bids clearly marked "Bid for City of Yorkton, Water System Expansion, Queen Street Water Treatment Plant - Contract 1: Substructure" will be received at the offices of Associated Engineering, 199 Leonard Street North, Regina, Saskatchewan S4N 5X5 up to 2:00 p.m. local time, Wednesday, July 12, 2006.

The work involves the construction of the concrete substructure of a water treatment plant. This is the first contract of construction of the Queen Street Water Treatment Plant. Contract Documents may be examined at the offices of Associated Engineering in Regina and Saskatoon.

Contract Documents will be available for pickup by interested General Contractors at the offices of Associated Engineering, 199 Leonard Street North, Regina, Saskatchewan S4N 5X5 and 1-2225 Northridge Drive, Saskatoon Saskatchewan S7L 6X6 on or after June 30, 2006 upon deposit of $100 per set, GST included. The $100 deposit will be returned to only those General Contractors who submit a qualified bid.

Bids must be accompanied by the specified Bid Bond and Consent of Surety Company payable to the City of Yorkton.

The City reserves the right to reject any or all quotations. The lowest or any bid will not necessarily be accepted.

This project is partially funded by the Government of Canada and Saskatchewan through the Canada Saskatchewan Municipal Rural Infrastructure Fund.

Yorkton in Bloom 2006

For the past ten years the Yorkton In Bloom Committee has promoted the Local Grounds Competition. This is an exciting program that focuses on beautification of the city. This initiative was designed to involve the citizens of Yorkton in the challenge of improving the visual appeal of our city, and to compete for local awards.
