Concept Plans

Concept Plans

Concept Plans are documents that guide new development in a specific area of the City. They are usually used for large parcels of land that are not yet developed. City Council must approve the Concept Plan before a Development Permit and/or Subdivision Approval can be issued. Once approved, the Concept Plan becomes part of the Official Community Plan.

What Does a Concept Plan Include?

  • Opportunities and challenges for development
  • Proposed land uses
  • Evaluation of existing and future road, water, sewer and drainage networks needed to service the area
  • Environmental and heritage features
  • Space for parks and recreation

How to Apply for a Concept Plan

Due to the scope and complexity of preparing a Concept Plan, you will need to consult with a qualified professional (Planning or Engineering consultant). We encourage you to talk with Planning and Land Use before proceeding.
