The Council of the City of Yorkton pursuant to Section 74 of The Planning and Development Act, 1983 hereby gives notice of its intention to consider a Discretionary Use Application for: 

42 Mossfield Place

The Discretionary Use, which is being applied for is to allow for the development of a Family Child Care Home in this location.

Any person may make oral or written representation to City Council at its meeting to be held on Monday, April, 5, 2004 in City Hall Council Chambers, Yorkton, Saskatchewan at 7:00 p.m. Oral or written submissions will be considered when the Public Hearing in respect to this application is in session.

Public Notice is hereby given that the Council of the City of Yorkton will consider giving Second and/or Third Reading to Bylaw No. 38/2003, a Bylaw to Regulate Smoking in Public Places and Work Places in the City of Yorkton at the Council Meeting of Monday, April 5, 2004 at 7:00 p.m. in Council Chambers at City Hall, 37 Third Avenue North.

Waterworks Expansion Survey 

 
The City of Yorkton is planning significant upgrade and expansion work to the Waterworks System. As part of the planning process, the City wishes to consult the residents of Yorkton to receive your input on system design objectives. Within the next couple of weeks a survey will be delivered to your mailbox, please take a few moments to complete and return it in the envelope provided. The information we receive will be reviewed by our design team and used in our planning process.

Yorkton Planning District
Development Plans and Zoning Bylaws

Pursuant to Section 207 of The Planning and Development Act, 1983, the Council of the City of Yorkton, the Council of the R.M. of Orkney No. 244 and the Council of the R.M. of Wallace No. 243 hereby give Public Notice of their intention to respectively adopt the following separate related Bylaws:

City of Yorkton Bylaw No. 7/2004 to amend the Yorkton District Development Plan No. 13/94 
R.M. of Wallace Bylaw No. Z1/03 to amend the Yorkton District Development Plan No. Z1/94 
R.M. of Wallace Bylaw No. Z2/03 to amend the Yorkton District Zoning Bylaw No. Z2/94
R.M. of Orkney Bylaw No. Z3/03 to amend the Yorkton District Development Plan No. Z1/94 
R.M. of Orkney Bylaw No. Z4/03 to amend the Yorkton District Zoning Bylaw No. Z2/94

Development Plan Amendments

Amendments would allow the R.M. Councils of Orkney and Wallace, at their discretion to permit one (1) additional residential subdivision per quarter on the quarter sections where a residence already exists for the following described quarter sections in the R.M. of Orkney NE 8-25-4-2, SW 9-25-4-2, SW 26-25-4-2, SW 8-26-4-2, SW 24-26-4-2, and the following described quarter sections in the R.M. of Wallace SW 20-25-3-2, SW 30-25-3-2, NE 32-25-3-2. Presently Section 6.4 of the Development Plan does not permit Council to allow more than one single parcel country residential subdivision per 64.8 hectares (160 acres).

Zoning Bylaw Amendments

Amendments would allow Council, at their discretion, to permit one (1) additional residential subdivision per quarter in the Agricultural District where a residence already exists, and only on the quarter sections listed in Bylaw No. Z2/03 for the R.M. of Wallace No. 243 and Bylaw No. Z4/03 for the R.M. of Orkney No. 244. Presently Section 5.3 - Discretionary Uses and Section 5.4 - Site Standards of the Zoning Bylaw Z2/94 does not permit the Council's of the R.M. of Wallace No. 243 and the R.M. of Orkney No. 244 to allow more than one single parcel country residential subdivision per 64.8 hectares (160 acres).

Bylaw Inspection

Copies of the proposed bylaws are available for inspection by any person, at the R.M. Office in Yorkton, Saskatchewan, between 9:00 a.m. and 5:00 p.m., Monday through Friday. Copies of any of the proposed bylaws may be purchased at the R.M. Office at a cost of $1.00 each.

Written Submissions

Any person may make a written submission to the Council of the City of Yorkton, the R.M. of Orkney No. 244 or the R.M. of Wallace No. 243 regarding the respective proposed bylaw(s).

Written submissions should be forwarded to:

Public Hearing

Representations respecting the bylaws will be considered by the respective Councils at the following dates and times:

R.M. of Orkney No. 244, Wednesday, April 14, 2004 at 10:00 a.m. 
R.M. of Wallace No. 243, Thursday, April 8, 2004 at 10:00 a.m. 
Both R.M. hearings will be held at the R.M. Office at 26-5th Avenue North, Yorkton, Saskatchewan.

City of Yorkton 
The City of Yorkton hearing will be held at the City Hall Council Chambers at 37-3rd Avenue North, Yorkton, Saskatchewan, on Monday, April 5, 2004 at 7:00 p.m..

The respective Council will hear any person, group or representative wishing to make representation.

Summer Campground Attendants

 
Yorkton Leisure Services is seeking applications for: Summer Campground Attendants

Duties: Reporting to the Facilities Supervisor, the Summer Campground Attendants perform various duties relating to the general operation, care and cleaning of the City Campground which is operational seven days per week from May 15th, 2004 to September 30th, 2004. This includes administration, customer service functions, janitorial maintenance and minor building repairs.

Hours of work: Evening, weekend and some day shifts.

Deadline for Applications will be Thursday April 8th, 2004 at 4:30 p.m.

Parks News

  
Outdoor Rinks 
The recent warm weather has forced the Parks Branch to close the outdoor rinks.

Skunks
There has been some skunk activity in the city. Skunks will become more and more visible with the warming trend. Residents are reminded that they are responsible for skunks and pests on their property. If you encounter a skunk on your property, phone the City of Yorkton for contractors who provide the service of removal. Learn how to minimize skunks and other pests from staying on your property by calling the Parks Branch at 786-1754.

Pest Control
The Parks Branch is looking for Pest Control Contractors. Contractors must have a valid license for Structural Pest Control. The main focus of the program will be skunk control.

Tree Removals
Parks crews are removing some boulevard trees due to poor health. There are several maple trees in various locations throughout the City of Yorkton that have been targeted for removal. The stumps which remain, will be removed at a later date.

Dutch Elm Disease 
A reminder to residents that the Elm Tree Pruning Ban will be in effect from April 13th to July 31st. Keeping Elm trees free of deadwood will minimize the potential for Dutch Elm Disease. If you plan on pruning your elm trees, please ensure it is done prior to the ban taking effect.

New Recreation Programmer

  
The City of Yorkton Leisure Services Department is very pleased to introduce our new Recreation Programmer, Magan Braun, who will be working at the Gloria Hayden Community Centre. Magan has taken over the duties from Amber Harvey, who has temporarily been transferred to the Agriplex Pool Administration.

Magan has a background in Recreation and other areas. She has her Bachelor of Science in Kinesiology from the University of Saskatchewan and has work experience in the health/wellness sectors, Disability Management and Rehabilitation.

Magan is looking forward to this new challenge in her professional career and is excited to meet and talk with all organizations and users of our facilities in the community of Yorkton and surrounding areas.
