Public Notice
Proposed Bylaw No. 10/2007

The Council of the City of Yorkton gives notice of its intention to pass Bylaw No. 10/2007 to authorize the closing of the following street:

Firstly: J.C. Beach Recreation Area  - west of the Kinsmen Arena/Lions
Ball Park, east of the Ducks Unlimited/Western Development Museum and
south of the J.C. Beach Picnic Area – legally described as
“NE ¼ - 3 – 26 – 4 – W of the 2nd”, in the City of Yorkton, Saskatchewan.”

The area is more specifically shown by the shaded area on the map below.
Proposed Bylaw No. 10-2007

The proposed Bylaw No. 10/2007 may be inspected in the office of the Director of Leisure Services, City Hall by any person without payment of any fees between the hours of 9:00 am and 4:00 pm, all holidays excepted and up until 12:00 noon Friday, June 15, 2007.

The area is a popular spot to walk, run or bike ride. The road closure is being requested as this area is becoming unsafe for these activities as the vehicle traffic is occurring at higher and higher speeds. There is also a number of blind spots, which is a safety concern for those walking, running or bicycling. Each spring these roads are very wet and they have become a favourite spot for joy riders. The already impassable roads become very rutted causing unnecessary maintenance. In the past, this unnecessary vehicle traffic has also caused damage to the oat crop planted for the Threshermen’s Festival and this area has become a dumping area for refuse and other materials.

Any person wishing to make oral or written representations to City Council may do so at the meeting to be held on Monday, June 18, 2007 at 5:00 pm in City Hall Chambers, Yorkton, Saskatchewan.  Oral or written submissions will be considered when the public hearing in respect to this Bylaw is in session
