The lots indicated in Table 1 above shall be rezoned (under the Contract Zoning requirements as outlined in Section 82 of The Planning and Development Act, 2007)from Arterial Commercial C-2 Zoning District to Contract Zone (CZ), providing for single detached dwellings as permitted in the General Residential R-1 Zoning District, pursuant to the contract terms, as shown on the map below.

The rezoning of the property via contract agreement will allow for the use of these lots for single detached dwellings for a temporary period of 15-years.  At the expiration of the temporary period, the Contract Zone (CZ) District shall automatically lapse, and the zoning shall revert back to Arterial Commercial C-2 Zoning District.  In addition, any residential use in the temporary Contract Zone (CZ) Zoning District can be replaced at any time by a use that is permitted in the Arterial Commercial C-2 Zoning District.

The proposed bylaw zoning amendment may be inspected in the office of the Director of Planning and Engineering, City Hall by any person without payment of any fees between the hours of 9:00am and 4:00pm, all holidays excepted and up until 12:00 noon Friday November 16, 2007.

Any person may make oral or written representation to City Council at its meeting to be held on Monday, November 19, 2007 in the City Hall Council Chambers, Yorkton, Saskatchewan at 5:00pm. All submissions must be submitted in writing by 12:00 noon Friday, November 16, 2007.  Oral or written submissions will be considered when the Public Hearing, in respect to this application, is in session.

Proposed Bylaw No. 17/2007

The Council of the City of Yorkton pursuant to Section 207 of The Planning and Development Act, 2007 hereby gives notice of its intention to pass Bylaw No.17/2007 which amends the zoning development standards for the lots between Gladstone Ave. and Lincoln Ave. on the north side of Broadway St. W., and between Gladstone Ave. and Franklin Ave. on the south side of Broadway St. W. that are zoned Arterial Commercial C-2 Zoning District, and the Contract Zoning for the lots identified in Table 1 of Bylaw No.17/2007 (see Appendix A-1)

The proposed amendment is to:

  1. Reduce the required lot width to 13 m (42.5 ft.), which will minimize the requirement for land assembly; and
  2. Reduce the side yard setbacks to 0 m, thus allowing landowners greater development potential on their existing lots.  It would also encourage land assembly because densities could be increased, making it more attractive for investors/developers.
  3. Amend Subsection 3.17.5 of the City's Zoning Bylaw 14/2003 by changing the extend of damage to a non-conforming building from "more than 50% of the value of the building above its foundation" to "more than 75% of the value of the building above its foundation", to bring it into conformity with Section 92 of the Saskatchewan Planning and Development Act, 2007.

Section 16.2, C-2 DEVELOPMENT STANDARDS of the City of Yorkton Zoning Bylaw14/2003 currently requires a lot width of 30.0 m (98.4 ft.), whereas the lots between Gladstone Ave. and Lincoln Ave. on the north side of Broadway St. W., and between Gladstone Ave. and Franklin Ave. on the south side of Broadway St. W. fall in the range of 13.18 m - 15.24 m (43.2 ft. – 50 ft.).  Given the 3.0 m setbacks, most lots would have a building width of only 7.2 m (23.56 ft.) – 9.24 m (30.32 ft.).  The intent of this amendment is to encourage development on existing lots in the West Broadway Transitional Corridor, and to encourage land assembly and consolidation of existing lots to facilitate more intensive mixed-use developments.

JOURNEYMAN MECHANIC
PUBLIC WORKS DEPARTMENT

Reporting to the Public Works Shop Foreman, this position is responsible for repair and maintenance of all industrial and automotive fleet equipment.

MAJOR DUTIES AND RESPONSIBILITIES

  • Perform repairs and preventative maintenance of all City Fleet equipment including heavy duty construction equipment, heavy and light trucks, transit buses, fire trucks and small engines;
  • Performs Highway Traffic Board safety inspections and related repairs;
  • Assists in determining and ordering parts and materials necessary for repair of equipment;
  • Provide guidance to staff in areas of maintenance and repair;
  • Assist fleet committee with short and long range planning for repair or replacement of City fleet equipment
  • Follows all O.H.S. Regulations, company safety policies and standard operating procedures;
  • Completes work orders, time sheets and other reports promptly and accurately;
  • Must be available for occasional after hours emergency circumstances;
  • Perform other duties as may be assigned

QUALIFICATIONS

  • Grade 12 or equivalent;
  • Heavy Duty, Agricultural, Truck and Transport or Automotive Journeyman’s Mechanic Certificate;
  • First Aid Certificate and C.P.R. Certificate;
  • WHMIS training required;
  • Willing to obtain OHS Level I and II;
  • Must possess and maintain R.C.M.P. security clearance;
  • Must possess and maintain a valid class 5 drivers’ license and ability to obtain class 3 with Air Endorsement. 

SALARY
Salary will be paid as a Tradesman in accordance with the current CUPE Local 342 Agreement.

Invitation to Bid

Sealed bids marked "Bid for City of Yorkton, Water System Expansion, Queen Street Water Treatment Plant – Contract 2:  Superstructure" will be received at the office of Associated Engineering, 199 Leonard St. North, Regina, Saskatchewan S4N 5X5 up to 2:00 p.m. local time, Tuesday, December 11, 2007.

The work consists of the construction of a water treatment plant superstructure on top of an existing concrete substructure. Contract Documents may be examined at the offices of   Associated Engineering in Regina and Saskatoon.

Contract Documents will be available for pickup by interested General Contractors at the offices of Associated Engineering, 199 Leonard Street North, Regina, Saskatchewan  S4N 5X5 and 1 – 2225 Northridge Drive, Saskatoon, Saskatchewan  S7L 6X6 on or after Friday, November 9, 2007 upon deposit of $200 per set, GST included. Deposits will be refunded only to those General Contractors who submit a qualified bid.

The lowest or any bid will not necessarily be accepted.
