Proposed Bylaw No. 3/2008

The Council of the City of Yorkton pursuant to Section 207 of The Planning and Development Act, 2007 hereby gives notice of its intention to pass Bylaw No. 3/2008 to replace the existing architectural controls for Riverside Terrace in Zoning Bylaw No. 14/2003 with more comprehensive architectural controls and design guidelines

The proposed bylaw zoning amendment may be inspected in the office of the Director of Planning and Engineering, City Hall by any person without payment of any fees between the hours of 9:00am and 4:00pm, all holidays excepted and up until 12:00 noon Friday, March 28, 2008.

Proposed Bylaw No.4/2008

The Council of the City of Yorkton pursuant to Section 207 of The Planning and Development Act, 2007 hereby gives notice of its intention to pass Bylaw No. 4/2008 to provide for regular mail delivery rather than delivery by registered mail for Discretionary Use and Zoning Bylaw Amendment applications.

This amendment is in conformity with the recent passage of The Planning and Development Act, 2007.

The proposed bylaw zoning amendment may be inspected in the office of the Director of Planning and Engineering, City Hall by any person without payment of any fees between the hours of 9:00am and 4:00pm, all holidays excepted and up until 12:00 noon Friday March 28, 2008.

Household Hazardous Waste Day

Household Hazardous Waste Day

The Yorkton Solid Waste Management Committee in partnership with SARCAN will be hosting a Household Hazardous Waste Day whereby the Saskatchewan Government is funding a pilot program of Household Hazardous Waste Days for the collection and proper disposal of specific household products that may be hazardous to the environment.

What is considered hazardous waste?
Included Products:  The following consumer/household hazardous waste (HHW) products will be accepted at the HHWPP event day in the Municipality:

  • Adhesives - contact cement, caulking, sealer, carpet and linoleum adhesives, glue
  • Aerosols - hair spray, insect repellant, lubricant spray, furniture cleaner
  • Automotive - used engine oil, used engine oil filters, antifreeze, batteries, carburetor cleaners, oil fuel, windshield cleaner
  • Batteries - automotive, cellphone, dry-cell, NiCad, lithium, alkali, lead-acid
  • Cleaners - oven cleaner, toilet bowl cleaner, glass cleaner, spot remover, disinfectants, car wax
  • Corrosives - drain cleaner, engine degreaser, ammonia, battery acid, sulfuric acid
  • Fuels - gasoline, diesel, kerosene, lamp oil, oil/gas mixture
  • Mercury - mercury, thermometers, thermostats, fluorescent tubes, compact fluorescent lights (CFLs)
  • Oxidizers - chlorine, bleach, pool chemicals, fertilizers, hydrogen peroxide, septic tank chemicals
  • Poisons - lawn herbicides, garden chemicals, rat poison, gopher killer, insecticides
  • Pharmaceuticals - old prescription drugs, medicines (no sharps or biological waste)
  • Propane Cylinders - barbeque cylinders, camp cylinders
  • Solvents - paint thinner, acetone, varsol, alcohol, benzene, xylene, naphtha

DETAILS OF TENDER
Kinsmen Arena Compressor Replacement

  • Provide all necessary materials and supplies for the supply and installation of replacement refrigeration compressors and related equipment at the Kinsmen Arena
  • Provide all labour, equipment, tools and necessary materials to remove old equipment.
  • Provide all labour, equipment, tools and necessary materials to install new equipment.
  • Provide all required pressure welding to install equipment.
  • Provide all rigging to install equipment.
  • On the City’s behalf, the successful proponent is responsible for applying for and obtaining all boiler branch registrations and any other regulatory approvals as may be required by any federal, provincial or municipal legislation prior to beginning any work related to this project.
  • Provide testing and commissioning of the system and it’s components to ensure it’s proper operation.
  • Old compressors, pumps and motors to remain the property of the City of Yorkton.
  • Provide, separately as an option, salvage value offered to the City of Yorkton for contractor retention of the compressors, pumps and motors.
  • Provide, separately as an option, all labour, equipment and supplies necessary to upgrade existing electrical field wiring and service as required
  • Freight FOB Yorkton Kinsmen Arena.
  • PST must be included in the bid price.
  • GST must be reflected separately.

  • Preference given to those bids including electrical service upgrade as required.

Job Opportunities

Applications are invited for the following positions:

  • Water Works Foreman
    Reporting to the Director of Environmental Services, the Water Works Foreman’s responsibility is to provide front line technical support and primary supervision for the Water Treatment Plant, Pollution Control Plant and Landfill. The Waterworks Foreman will supervise analytical laboratory work for operations, process and quality control, co-ordinates the mainline flushing program with the Sewer and Water Foreman, manage the bio-solids application, oversees personnel administration, budget preparation, control and reporting systems and landfill operations.
     
    The Water Works Foreman is responsible for hiring, training, performance and follow-up within a unionized environment. Must be able to meet the objectives and policies as set by the City.  The position is also given great latitude for creative and innovative opportunities.  The ideal candidate will possess:
    • A diploma in Civil Engineering or Water Science Technology or equivalent.
    • Possess or be able to obtain Saskatchewan Environment Certification in: Wastewater Treatment Class 4, Water Treatment Class 3, Water Distribution Class 3, Wastewater Collection Class 3.
    • Obtain Fireman’s Certification.
    • Candidates must demonstrate a working knowledge of; analytical lab equipment, procedures, quality control, computer spreadsheet and word processing programs, as well as, excellent verbal, written and supervisory skills.
    • A high degree of personal initiative, good planning and organizational skills.
    • Five years experience with at least two years at the supervisory level demonstrating a thorough knowledge of water and wastewater.
    • Eligibility for membership in SASTT.
    • A team player fostering positive communication with staff, contractors and citizens.
    • Must possess and maintain a valid Class 5 Saskatchewan Driver’s license.
    • Must possess and maintain RCMP security clearance.
       
  • Planner
    The City of Yorkton has a Full Time Planner position available for a dynamic, highly motivated individual.  This exciting position reports directly to the Director of Planning and Engineering and is responsible for overseeing various municipal planning services concerning the growth, development, and revitalization of the City of Yorkton.
     
  • 4 Full-Time Summer Culture, Recreation and Sport Programmer positions
    The programmers will be responsible for development of the Summer Programs within the City of Yorkton. You will be responsible for planning, marketing, implementing and evaluating the Summer Program for children and youth 6 -12 years of age.
      
  • Student Technical Assistant – Waterworks Dept.
    Are you pursuing post-secondary studies in Engineering, Civil, Water, Environmental or Biological Sciences?  The City of Yorkton is very interested in hearing from you as we have a challenging and interesting position for a 4-month Student Technical Assistant in our Waterworks Department.  The Technical Assistant assists and operates in the monitoring, operations, repairs, data testing and collection of the Water Pollution Control Plant, Water Treatment Plants, Water Tower and Wells and Landfill.

  • Engineering Student - Technical Assistant – Planning & Engineering Dept.
    This position shall provide the technical assistance for surveying and AutoCAD/GIS for capital projects and replacement and maintenance programs particularly relating to the Planning and Engineering Department working under the direction of the Engineering Assistant.
