Public Notice
Proposed Bylaw No. 32/2009

The Council of the City of Yorkton pursuant to Section 207 of The Planning and Development Act, 2007 hereby gives notice of its intention to pass Bylaw No. 32/2009, which is an amendment to City of Yorkton Zoning Bylaw No. 14/2003 to change the zoning of Block/Parcel A, Plan 87Y08562, civically known as 345 Morrison Drive, from R-4 High Density Residential to CZ Contract Zone. The proposed Contract Zone intends to provide for a reduction in the minimum parking requirements for the proposed underground parking area that is to be constructed for a 24 unit apartment-style condominium. Specifically, the Contract Zone will provide for a reduction in parking stall width from 2.75m (9ft) to 2.70m (8ft, 10in) and a reduction in drive aisle width from 7.6m (25ft) to 6.0m (19ft, 8in). All other regulations of the Zoning Bylaw will be applied as per the requirements of the R-4 High Density Residential zoning district.

If you are intrigued by challenging outdoor projects, read on:

Yorkton, (where good things happen), is happily gearing up for our next community work of art. A monumental sculpture, featuring people depicting the spirit of sport, will be mounted high atop the Gallagher Centre as an enduring legacy of our proud involvement in the upcoming Olympic torch run. In keeping with the green theme of the 2010 Olympics, we're asking for a green element to this sculpture as well!

We invite expressions of interest from provincial artists, with demonstrated ability and experience related to this concept.

Only those submissions of interest to the selection committee will be considered for future development. This project will commence with preliminary work and maquette completed by December 1, 2009, with installation expected in spring of 2010.
Funding available to the artist for this project from the province's Olympic Torch Relay Community Celebration Funding grant is $27,000, including all artist fees, equipment, quality-approved materials, installation, and maquette. The selected artist will also be responsible for self-insurance, and will provide a budget detailing all related aspects, including weather-protective surface treatment. Costs of advertising, promotion, documentation, public reception and recognition signage are the responsibility of the City of Yorkton.

Renaissance Yorkton, established in 2004, is a not-for-profit community organization dedicated to creating art in the heart of Yorkton.

Public Works Department
Construction Notification

The following streets are tentatively scheduled for upgrades as follows:

  • Bradbrooke Drive reconstruction is scheduled to begin on August 17, 2009. Parking on Bradbrooke Drive will not be permitted during construction.  Traffic will be reduced to a single lane.  Expect delays.  Please note that heavy truck haul route is in effect on Independent Street from Franklin Avenue to Agricultural Avenue.  Drive with caution!

  • Broadway Street reconstruction (Hwy #9 to Dracup Avenue) is scheduled to begin on September 1, 2009.  Traffic will be reduced to a single lane.  Expect delays.

  • Sully Avenue construction is scheduled to begin on September 8, 2009.

  • York Road upgrades are scheduled to begin on September 14, 2009.

Tree Banding

Band ALL your elm, fruit, or Manitoba Maple trees in the spring (late March to mid-May) and fall (September to mid-November) to trap female cankerworms as they crawl up the trunk to lay their eggs. You can hire a company to do the work or band the trees yourself:

    1. Purchase fiberglass insulation (15 – 20 cm wide), plastic (black garbage bags also work), sticky substance (Tangle foot) and duct tape
    2. Wrap a strip of fiberglass insulation around the trunk about 1 to 2 meters above the ground.
    3. Cover the insulation with plastic and secure with duct tape.
    4. Cover the plastic with your sticking agent.
    5. Regularly re-apply your sticking agent and remove debris to ensure effectiveness.
    6. Remove your band after mid-May and again in mid-November to keep your tree bark in good shape. (Save the insulation for the next banding season.)

No person or persons shall operate any vehicle transporting wastes or other debris of any kind along or over any highway, street, lane, vacant lot, park or public place in the City of Yorkton unless the load is completely enclosed with a securely fastened cover as to prohibit any part of the load on the said vehicle finding its way to the roadway or adjacent premises.

Building Inspector

BUILDING INSPECTOR

The City of Yorkton has a Full Time Building Inspector position available for a dynamic and highly motivated individual.  Reporting directly to the Manager of Building Services this position provides services to residents and clients of the City of Yorkton in the areas of building bylaw and national building code application and enforcement, zoning bylaw application, and business license bylaw administration.

Qualifications:

  • Preference will be given to applicants with a Class 3 Building Official License as issued by Saskatchewan Corrections and Public Safety.
  • Minimum 5 years relevant experience.
  • Extensive construction background and expertise / knowledge would be an asset, preferably individuals should possess a Journeyman’s Carpentry designation or a diploma / certificate from a Technical college specializing in the Architectural or Civil Technologies.
  • The successful applicant must be knowledgeable, conversant and possess some demonstrated hands-on understanding of municipal operations as it relates to building code application and enforcement, zoning bylaw application and business license administration.
  • The skills for being highly organized and the ability to prioritize work.
  • Excellent verbal and written communication skills to effectively deal with all levels of staff, government agencies, consultants and the general public.
  • Extensive computer skills.
  • Must possess and maintain a valid Class 5 Saskatchewan Driver’s License.
  • Must possess and maintain RCMP security clearance.

DETAILS:
The City of Yorkton will be accepting tenders for the development of the North West section of Riverside Terrace Creek.
Tenders can be bid on individually or as per a package. 
The proposed work shall be completed by October 31/09.

Work Includes:
1) Clean up debris
2) Haul & distribute about 2000 cubic yards of top soil
3) Construct trail system of approx. 1500 ft in length as per specifications

FOUR SEASONAL LABOURER I POSITIONS - OPEN SPACES DIVISION PARKS & KINSMEN ARENA

Reporting directly to the Parks Foreman.

Major Duties and Responsibilities:
This individual must be able to perform a variety of duties as follows: 

  • Duties associated to the maintenance of open spaces through grass cutting, maintenance of playgrounds, trails, and cemetery operations.
  • Tasks associated to maintenance of but not limited to Kinsmen Arena and outdoor recreation facilities such as rinks, sports fields & tennis courts. 
  • Maintenance of the urban forest along with providing pest management to urban forest and open spaces, participation in the beautification program.
  • Dealing with customer issues and concerns.
Qualifications:
  • Minimum of grade 12 education
  • Possess a valid Class 5 Saskatchewan Driver’s license
  • Possess and maintain RCMP security clearance

Salary: 

Will be paid as a “Labourer I” in accordance with the Collective Agreement with CUPE Local #342.

Hours of Work:

Shift work, evening and weekend work is involved.
