Reporting directly to the Parks and Arena Manager.

Major Duties and Responsibilities:

This individual must be able to perform a variety of duties as follows: 

  • The ability to perform the necessary tasks required in the provision of Pest Control Services.
  • Duties associated to the maintenance of open spaces through grass cutting, maintenance of parks, playgrounds, trails and cemeteries. 
  • Tasks associated to maintenance of equipment and facilities such as Kinsmen Arena and outdoor recreation facilities such as rinks, sports fields, tennis courts and other parks buildings.
  • Maintenance of the urban forest along with providing pest management to urban forest and open spaces, participation in the beautification program.
  • Dealing with customer issues and concerns

Qualifications:

 Minimum Qualifications: Technician I

  • Minimum grade 12 education
  • Possess a valid Class 5 Saskatchewan Driver’s license
  • Possess and maintain RCMP security clearance
  • Parks Worker Short Course <offered by City of Yorkton> or Parks & Sport Field Operator 1
  • Arena Operator Level 1
  • Pesticide Applicators License (Landscape)

Additional Qualifications: Technician II

  • Park & Sport Field Operator II
  • Pesticide Applicators License (Structural or Mosquito)
  • 1 certification (Recommended: Playground Inspector, Heavy Duty Equipment Operator, Certified Pruner—SIAST, Turf Management, Irrigation Specialist, Crop Sciences)

Additional Qualifications: Technician III

  • Pesticide Applicators License (Structural or Mosquito)
  • Certified Playground Inspector or Heavy Duty Equipment Operator or Arena Refrigeration
  • Certified Tree Pruner-SIAST

Additional Qualifications: Technician IV

  • Pesticide Applicators License (Aquatic Vegetation)
  • 1 additional certification from the following list:  Heavy Duty Equipment Operator, Certified Playground Inspector, Arena Refrigeration Operator

Eligible Certifications:  Master Gardener, Crop Science, Turf Management, Arborist, Heavy Equipment-backhoe, Irrigation Specialist, Arena Refrigeration

The successful applicant will be placed at the highest Technician Level they are qualified for.

Salary:  Will be paid in accordance with the Collective Agreement with CUPE Local #342.

Hours of Work: Shift work, evening and weekend work is involved.

Public Works has begun their 2010 Crack Sealing program. Caution should be used on streets that have been oiled and sanded. This program will run approximately four to six weeks.

Riverside Meadows Phase II
Lots For Sale

The following outlines the procedure for the sale of the Initial Offering of Lots in Riverside Meadows Phase II.

These lots will be go on sale on Monday, May 3, 2010. A $1,000.00 deposit is to be received in a sealed envelope clearly indicating the lot requested. This envelope must be received by 9:00 a.m., Monday, May 3, 2010 in the office of the City Clerk. At that time, all envelopes received will be opened. If more than one request is received for the same lot, then the names will be placed in a hat and the first name drawn will be the successful bidder. The $1,000.00 deposit is non-refundable and will be applied to the Offer to Purchase Agreement. The only condition under which the deposit will be refunded is if there are multiple requests for the same lot. The unsuccessul bidder(s) will have their deposit refunded to them. After the initial offering period has passed, then all lots will be offered on a first come, first served basis, as is currently the process in Riverside Meadows Phase I and Riverside Terrace.

We have attached a map outlining the new prices. You will note that some lots have a reduction in price attached to them. This subdivision required extra fill to eliminate the requirement to install a sewer lift station. Some lots will require additional piles and costs associated with foundations to get down to undisturbed soil. Rebates to these lots by way of reducing the pricing (range between $6,000 $12,000 & $18,000 per lot) and is recorded on the attached map. The attached map records original pricing and reduced pricing for lots affected by soil conditions.

The work is underway to complete the subdivision and includes water mains, sewer mains, base/streets/lanes, curb/gutter/sidewalks, pavement, street lights and park development along with utilities. The hard services are expected to be completed this year and home construction can begin in the spring, however, not all lots have all services in place yet. Completion of curb, sidewalks, and street lights are scheduled for 2010 with pavement planned for 2011.

All other terms of our Purchase Agreements will remain the same.

  1. Sale of Residential lots are conducted through the Office of the City Clerk.
  2. Upon signing of an Offer to Purchase Agreement, 10% down plus GST, is required. The Purchaser then has 30 days to complete the purchase.
  3. If the agreement is cancelled within 3 days, a $250 cancellation fee is retained, after 3 days if the agreement is cancelled, a $500 cancellation fee is retained.
  4. The balance is due within 30 days of acceptance of the Offer to Purchase agreement by the City. Title is then transferred upon payment in full and the purchaser begins paying taxes on vacant land. 90 days after the vapour barrier inspection the home converts from vacant land to a residential property.
  5. Under no circumstances may a Purchaser begin construction until payment in full has been received.
  6. The City will collect the cost required by ISC for transfer of title and we will transfer title into the name of the Purchaser upon payment in full.
  7. The City will collect $510.00 plus GST, to pay a surveyor to have a Real Property Report completed after the framing stage. We will then provide the Purchaser with three (3) original copies of the Real Property Report and we will retain one (1) for our property file.

MAJOR DUTIES AND RESPONSIBILITIES

  • The Arena Labourer will be performing various duties related to the general operation and maintenance of the new multi-purpose Gallagher Centre.
  • Daily operation and maintenance of various types of equipment and all areas of the facility, excluding the Water Park.
  • Maintaining ice at the Arena.
  • Performing set-up and take-down duties for various events and functions.
  • Monitoring facility operating systems and reporting situations requiring attention.
  • Completes other related duties that may be assigned from time to time.

QUALIFICATIONS

  • Grade 10 education.
  • Possess strong interpersonal and public relation skills.
  • Ability to perform physically demanding tasks.
  • Self-motivated and able to work independently and with minimum supervision.
  • Possess the ability to understand and comply with safety policies and procedures.
  • Must possess and maintain a valid Class 5 Driver’s license.
  • Must possess and maintain RCMP security clearance.
  • Possession of a current CPR and First Aid certificate is an asset.

SALARY: Will be paid as an “Arena Labourer I” in accordance with the Collective Agreement with CUPE Local #342.

The Council of the City of Yorkton pursuant to Section 207 of The Planning and Development Act, 2007 hereby gives notice of its intention to pass Bylaw No. 11/2010, which is an amendment to Municipal Development Plan Bylaw No. 15/2003, which provides policy for the establishment of a mixed use commercial-residential zoning district in the Zoning Bylaw. The purpose of said zoning district will be to ensure the continued utilization of EXISTING residential stock in the West Broadway commercial corridor, while encouraging the long term conversion of the properties to commercial uses provided for in the C-2 Arterial Commercial zone.

Notice to Residents
Spring Clean-up Week

Spring Clean-Up Week 2010

The week of Monday, May 3 to Saturday, May 8, 2010 has been declared by City Council to be "Spring Clean-Up Week".

Residents of the City of Yorkton are requested to clean their properties and improve the image and appeal of our community.  To encourage participation, the City will waive the landfill entrance fee for residential waste (excluding recyclables) for cars, half ton trucks and single axle utility trailers for this period.

Request for Proposals - Financing

The City of Yorkton is requesting proposals from qualified financial institutions to provide the City of Yorkton with financing options to meet our borrowing requirements for the construction of a new fire hall. 

The City intends to borrow $7,500,000 over 15 years. The Province of Saskatchewan through the Saskatchewan Municipal Board has authorized debt of $42,000,000 for the City of Yorkton. Outside debt is $27,246,000 as of December 31st, 2009. The City’s financials justify the amount of debt required and Financial Statements for the year ended December 31, 2008 are available on the website here.

The City of Yorkton’s annual operating budget is approximately $30,000,000 with tax revenues in excess of  $14,000,000.

For comparison purposes, please quote rates as of May 5th, 2010
and include base rate plus spreads.  

Detailed Proposals must include the following information:

  1. Fixed interest rate for 5 years with renewable terms.
  2. Fixed interest rate for 10 years renewable thereafter.
  3. Option of fixed interest rate for 15 years if available.
  4. Indicate annualized interest rate and specify compounding factor (ie: semi-annual, annual).
  5. Include semi-annual and annual payment amounts.
  6. Draw down date required in order to obtain guaranteed fixed interest rate. (ie: 60 day guarantee of fixed rate prior to drawdown)
  7. Prepayment terms & or penalties.
  8. Any other conditions.

It is the intention of the City of Yorkton to obtain a proposal most suitable to its interests. All proposals will be evaluated by the Director of Finance. All costs incurred by a proponent in the preparation of this submission or in providing additional information necessary for the evaluation of its submission shall be borne by the proponent.

Notwithstanding any other terms or conditions, expressed or implied, the City of Yorkton has the right to:

  1. Waive any irregularity, insufficiency or non-compliance in any proposal submitted;
  2. Accept both fixed and floating proposals concurrently or accept or reject all or part of any proposal;
  3. Negotiate with a proponent to modify its proposal to best suit the needs of the City of Yorkton;
  4. Accept the proposal, which it, in its sole discretion, determines to be most favourable to the interests of the City of Yorkton;
  5. Reject any or all proposals.
  6. The City of Yorkton’s evaluation of a proposal is final.
